Subject: Visit to Estonia to monitor the functioning of the port
State control regime and the system of inspections of ro-ro
passenger ships and high-speed passenger craft in regular
service
Your Excellency,
According to Article 2.2(b) of Regulation (EC) No 1406/2002, as amended, one of the tasks of EMSA is to
assist the Commission in the effective implementation of relevant binding legal acts of the Union and to
suggest to the Commission any possible improvements of those binding legal acts. In this respect, the Agency
has been asked to monitor the overall functioning of the Union’s port State control regime, including visits to
the Member States.
I am writing to inform you that in accordance with the Methodology for Visits to Member States as adopted by
the EMSA Administrative Board and following consultation with the Commission, it has been decided that a
team of EMSA staff will visit your Administration from 20 to 24 April 2020, to monitor the functioning of the port
State control system in Estonia, in respect of the requirements of Directive 2009/16/EC of 23 April 2009 on
port State control, as amended, and the implementation of Directive (EU) 2017/2110 of 5 November 2017 on
a system of inspections for the safe operation of ro-ro passenger ships and high-speed passenger craft in
regular service.
In respect of port State control, the visit will focus in particular on the problematic areas identified with findings
during the second cycle of PSC visits, the implementation of corrective actions, and the implementation of
relevant aspects of Directive 2013/38/EU, Regulation (EU) No 1257/2013 on ship recycling and Regulation
(EU) No 2015/757 on the monitoring, reporting and verification of carbon dioxide emissions from maritime
transport.
The EMSA team will consist of:
Dimitrios Karabinis, Team Leader, Senior Project Officer, Regulatory Compliance;
Andrea Betti, Project Officer.
The preliminary work plan includes visits to the Administration’s Head Office and one regional office. The
regional office visit will include, where possible, the witnessing of at least one inspection.

1. 20-22 April - monitoring of activities at the Administration’s Head Office in Tallinn.
2. 23 April - monitoring of inspection activities at the regional office.
3. 24 April – summing up of findings and closing meeting at the Administration’s Head Office.
I propose that further details for the programme are worked out between the national focal point or coordinator
you may designate for further correspondence and the EMSA team. In order to facilitate the visit, the team will
be sending them a questionnaire in advance of the visit requesting some information on Estonia’s fulfilment of
the requirements of Directive 2009/16/EC on port State control and Directive (EU) 2017/2110 on inspections
of ro-ro passenger ships and high-speed passenger craft in regular service. The contact person in EMSA will

Following the visit, EMSA will send a report with the findings of the visit to the Commission and to your
Administration.
