Ares(2019)7833961 - 19/12/2019 To the Permanent Representatives of the Member States to the European Union and of EFTA Member States Invitation letter sent by e-mail only Lisbon, 18 December 2019 Subject: Invitation to a Workshop on the Maritime Labour Convention, 2006 to be held in Lisbon between 18 and 20 February 2020 Your Excellency, The European Maritime Safety Agency (EMSA) is one of the EU's decentralised agencies established under Regulation (EC) 1406/2002, as amended, of the European Parliament and of the Council for the purpose of ensuring a high, uniform and effective level of maritime safety, maritime security, prevention of, and response to, pollution caused by ships as well as response to marine pollution caused by oil and gas installations. The Agency shall facilitate cooperation between the Member States and the Commission in providing technical assistance necessary to contribute to the relevant work of the technical bodies of the IMO, the International Labour Organisation as far as shipping is concerned, and the Paris Memorandum of Understanding on Port State Control (“Paris MoU”) and relevant regional organisations to which the Union has acceded, with regard to matters of Union competence. Since the entry into force of the Maritime Labour Convention in 2013, experience has shown that further work should be carried out to effectively ensure its implementation. Aiming at creating a worldwide level playing field by means of harmonization and uniformity on compliance and enforcement, it would be beneficial for Governments, Shipowners and Seafarers to jointly discuss and examine how the MLC has been functioning in particular from the perspective of port State and flag State responsibilities. Therefore, an International Workshop on the Maritime Labour Convention, 2006 will be hosted by the European Maritime Safety Agency (EMSA) from 18 to 20 February 2020, in Lisbon, Portugal. The main objective of the event is to facilitate an exchange of views and promote cooperation and exchange of information among MLC-ratifying and non-ratifying countries. The workshop is a joint initiative by EMSA, the European Commission, the International Maritime Organization and the International Labour Organization. The workshop will be open to ILO and IMO Member Government representatives dealing with compliance and enforcement issues related to the MLC and to representatives of the social partners. EMSA would like to invite one participant from each EU Member State to attend this three-day workshop, which will be held at the EMSA premises – Praça Europa 4, Cais do Sodré, Lisbon. A draft agenda is hereby attached. The Workshop will be held in English and the delegates will be asked to provide input in relation to the topics that will be presented. EMSA will cover travel, daily allowance and accommodation costs as per the EMSA Rules on Reimbursement of Expenses to Experts. With respect to the daily subsistence allowance, experts will receive 83€ (a full daily allowance) per day of meeting, or 55€ (i.e. 2/3 of daily allowance) if attending a half day of meeting. As regards accommodation, experts will receive a flat rate of 101 € per necessary overnight stay (no supporting document required) for the invited participants. For the purpose of reimbursement and logistics, the participants are kindly asked to register on-line to the event by the 27 January 2020 at the latest at the following email address: https://extranet.emsa.europa.eu/e- register/ Please note that only registered participants will be entitled to reimbursement and all supporting documents for reimbursement must be submitted within 30 calendar days after the end of the event.
