In 2015, the IHO Secretariat (IHB) launched the first on-line web-based interactive version of the IHO Publication S-11 Part B - Catalogue of INT Charts (Reference A). This project, named “INToGIS” and kindly supported by the Korea Hydrographic and Oceanographic Agency (KHOA), was part of the global development of the IHO Geographic Information System (GIS). 2. INToGIS has been used and well received by Member States and INT Charts/ENC Coordinators for about four years. The main objectives of INToGIS were to provide the Regional International Charting Coordination Working Groups (ICCWGs) with the necessary tools to review and maintain INT chart schemes and monitor the production of INT charts and to ensure the wide on-line availability of up to date information on the status of INT charts. 3. As soon as INToGIS became fully operational and widely used, many users identified the need to do much more with this user-friendly application. In 2017, the IHO Secretariat started to collect the main requirements from the users and INT Charts/ENC Coordinators in various technical meetings and conferences of Regional Hydrographic Commissions. More than a year ago, the IHO Secretariat was pleased to announce at the HSSC meeting and in various RHCs, the development of the phase II of the INToGIS Project (INToGIS II) to address several functional requirements, one of the most important with regard to the implementation of S-11 Part A Edition 3.1.0, being the integration of ENC Schemes. 4. On 4 November 2019, back-to-back with the 5th meeting of the Nautical Cartography Working Group that took place in Stockholm, Sweden, the IHO Secretariat facilitated a workshop for Regional INT Chart/ENC Coordinators and 20 representatives participated in this workshop. 12 out of 15 Charting Regions were present or represented. Some of the INT Charts/ENC Coordinators provided useful self-assessment reports of their activities as ICCWG Chairs. The IHO Secretariat thanked those who had been involved in the experimentation phase of INToGIS II and had provided suggestions for improvement, in particular Finland for Region E, France for Regions F1 and G, Norway for Region N and UK for Regions D and M. All proposals were addressed by the IHO Secretariat in liaison with KHOA early this year and 1 Until June 2019. Hydrographic iho.int information driving marine knowledge the new version of INToGIS II is now ready to be commissioned with significant enhancements compared to the 1st version of this web service. A presentation of INToGIS II is given in Reference C and the new functionalities are summarized in Annex. 5. Noting the current priority for RHCs which is to optimize, manage and harmonize ENC Schemes rather than maintaining the Catalogue of INT Charts, strong support was given by participants at this workshop to consider the possibility of commissioning INToGIS II without further delay, even if some new complementary functionalities (additional layers) are not fully or world-wide available yet (AIS statistics for instance). 6. As a consequence, Member States and INT Charts/ENC Coordinators are informed that a Beta-version of INToGIS II is already available for familiarization through the current S- 11 Part B Link2. It is possible to play with this new version, for testing purpose only, without damaging the current databases. Users can also test the Manager mode under the condition they still use the per-default credentials that were provided by the IHO Secretariat for the 1st version of INToGIS (INToGIS I). Member States and/or Coordinators who may have changed their password, should contact Assistant Director Yves Guillam ([email protected]) in order to obtain them if they have been forgotten. Draft user manuals for the Web catalogue and for the Manager mode can be downloaded when accessing the services. They are also available in Reference C. 7. As requested by the participants at the workshop, it is the intention of the IHO Secretariat to commission INToGIS II from 2 January 2020, as soon as all the databases (ENC actual coverage, CATZOC data, List of Ports, INT charts produced and schemed, S-62 Producer codes, etc.) have been aligned and updated and internal procedures at the IHO Secretariat in relation to the RENCs are in place and considered operational. 8. At the date of the commissioning, the ENC approved-schemes will be considered, to start with, as matching exactly the actual ENC coverage at the same date. This will prevent the Member States from a heavy burden to upload their own data and submit them. All ENC Produced by Member States will be displayed. This will therefore also include all the existing and remaining overlapping ENCs. 9. Considering that INToGIS II on-line services represent a major step forward in the management of ENC Schemes and other INT Charts, it has been decided that all regional databases will be designated Ed. 4.0.03 - January 2020 as soon as the on-line services are commissioned. The procedure to maintain and update the regional bases for ENC Schemes (and INT Charts if needed) remain the same as for INToGIS I. 10. The IHO Secretariat, on behalf of all Member States, would like to thank KHOA for its outstanding and sustainable support for more than 5 years in the development of this new IHO Web Catalogue of INT Charts and ENC Schemes and its associated on-line Web-Manager services. Web Catalogue (no user name and password required) a. Base Maps: Polar projections are now available as well as the GEBCO grid. b. Additional Layers: in this web catalogue mode, INT charts, ENCs, Ports and Charting Regions Limits are the only “additional” layers available. Users can apply their own colour patterns and transparency/opacity ratios. c. Most of the SEARCH results can be exported in various formats (xls, pdf, S-100 gml, shp). 2. Manager Mode (restricted access to registered users only: Member States, INT Charts/ENCs Coordinators) a. No change to the submission data flow compared to INToGIS I. b. Additional Layers: the previous ones, plus CATZOC, and Traffic Density. At the moment, coverage is available in European waters (Source: EMODnet Vessel Traffic Density4), US main land (Source: NOAA). Word-wide coverage is in progress (Source: NGA). c. ENC coverage: should be identical to the IHO ENC Coverage Catalogue. Updates on weekly/monthly basis. Same for CATZOC data. CATZOC data to be used for harmonization and gap/safety analysis by IHO Member States for internal purpose only and in ICCWG meetings and RHCs. CATZOC pattern: from “grey/red” (U/D) to “green” (A1) following experimentation phase. d. Ports: updates planned on a monthly basis (Source: NGA, Publication P150 – World Port Index). New interactive database in development by NGA. e. Overlap and gap analysis tools: the source reference for the ENC gap analysis is the actual INT chart coverage.
