Subject: Application of Nos. 11.44/11.44.1 of the Radio Regulations, Resolution 49
(Rev. WRC-19) and/or Resolution 552 (Rev. WRC-19), to satellite networks for
which 7-year regulatory period will expire between 1st January and 30th June 2023
1. The Radiocommunication Bureau hereby draws the attention of all administrations to the
provisions of Nos. 11.44 and 11.44.1 of the Radio Regulations and the related Rules of Procedure
as well as to §11 of Annex 1 of Resolution 49 (Rev. WRC-19) and/or §8 of Annex 1 of
Resolution 552 (Rev. WRC-19).
2. These provisions stipulate that the assignments included in a request for coordination
shall be cancelled by the Bureau unless:
- the assignments in question have been brought into use,
- the complete first notice for recording of these assignments under No. 11.15 has been
received by the Bureau, by the end of the 7-year regulatory period as from the date of
receipt of the relevant information under Nos. 9.1, 9.1A or 9.2 for Advance Publication,
and
- where applicable, the complete "due diligence" information submitted in accordance with
Resolution 49 (Rev.WRC-19) or in accordance with Resolution 552 (Rev.WRC-19) has been
received by the Bureau no later than 30 days following the end of the 7-year regulatory
period.
3. No. 11.48 further stipulates that the corresponding Special Sections published under
Nos. 9.1A, 9.2B and 9.38 shall be cancelled.
4. In this context, the Bureau has prepared two lists of networks with an indication of their
respective API date of receipt and 7-year regulatory period expiry date, which falls between
1st January and 30th June 2023 (inclusive), as follows:
4.1 Annex 1 contains the list of networks for which no notification information seems to have
yet been received by the Bureau (see also §5 below), with an indication where the Bureau does
not seem to have yet received the “due diligence” information.

4.2 Annex 2 (see also §6 below) contains the list of networks for which notification
information, having been received:
a) is under examination, or
b) was returned to the administration as the result of an unfavourable finding, or
c) was recorded in the MIFR as the result of a favourable finding.
Annex 2 also contains an indication where the Bureau does not seem to have yet received the
“due diligence” information in accordance with Resolution 49 (Rev.WRC-19) or Resolution 552
(Rev.WRC-19) for those networks.
5. The Bureau requests your Administration to kindly verify the attached lists and submit the
notification information under No. 11.15 before the indicated expiry of the 7-year regulatory
period, either with all the required agreements obtained (No. 11.32), or with a statement that
some coordination could not be successfully completed and with a request to apply the provisions
of Nos. 11.32A, 11.35 or 11.41 subject to provision No. 11.41.2, as appropriate, with respect to
certain missing agreements.
6. With respect to the notification information received and considered under a), b) or c) of
§4.2 above, no action may be needed, nevertheless, similar or additional notification information
may still be submitted before the indicated expiry of the 7-year period, in order to cover all the
frequency assignments included in the request(s) for coordination or for advance publication
information, according to the case.
7. Your Administration is also kindly requested to check further whether any of its networks,
not listed in the Annexes, also fall into the above category and, if so, to submit the notification
information as mentioned in §5 and 6 above for the corresponding assignments still at the
coordination stage or published as an advance publication information, according to the case, and
for which the 7-year regulatory period will expire between 1st January and 30th June 2023.
8. The attention of your Administration is also drawn to the fact that, for the networks
identified with an “X” in the Annexes, the Bureau does not seem to have received the “due
diligence” information, which, for networks subject to resolves and §1 of Annex 1 to Resolution 49
(Rev.WRC-19) or resolves 1 of Resolution 552 (Rev.WRC-19), is to be provided no later than
30 days following the end of the 7-year regulatory period referred to above.
9. For networks for which the “due diligence” information has already been received, your
Administration is also kindly requested to check whether these networks contain frequency
assignments in frequency bands not covered by that “due diligence” information and, if so, to
submit the completed “due diligence” information before the expiry period.
10. Please note that this communication is to be considered as the Bureau’s advance notice
referred to in Nos. 11.44/11.44.1 and in §10 of Annex 1 to Resolution 49 (Rev. WRC-19).

11. The Bureau trusts that your Administration will provide the required information as
indicated above. In the event that the assignments are not brought into use or the notification or
“due diligence” information are not received by the Bureau within the specified period, the
Bureau will initiate the cancellation of the relevant assignments under No. 11.48.
