Dear colleagues
In response we hereby announce that the Estonian Consumer Protection and Technical Regulatory
Authority would like to participate in the project. We are ready to collect data on 100 products (60
personal and 40 household care products). We intend to take pictures of the products in stores. If taking
pictures is not possible, then we are ready to buy the products at the authority’s expense. Please let us
know what we should do next and what products the commission expects us to investigate.

1. The contracting authority European Commission, Joint Research Centre,
Fraud Detection and Prevention (referred to below as the contracting
authority) invites you to tender for: JRC/GEE/2022/VLVP/1008 Data
collection household products EE.
In the attachment you will find a financial offer form which you are kindly
requested to use to prepare your financial offer together with a note
explaining the procedure of the data collection. If you have any questions
you are more than welcome to contact us directly.
2. If you are interested, please submit a binding tender to the e-mail address
[email protected] no later than 17-04-2022.
3. The tender must be signed by your authorised representative and include the
following:
Financial offer in EUR excluding VAT and including all costs
(transport, insurance, packaging, etc.) until delivery to the
contracting authority's site (Incoterms 2010 of the International
Chamber of Commerce Delivered Duty Paid (DDP) - Geel,
Retieseweg 111 B-2440 Geel, Belgium);
Date until which the tender is valid (minimum 30 days from
submission; if no validity period is indicated, the tender will be
considered valid for 3 months from submission);
Delivery period (partial deliveries or invoicing are not permitted);
Details of the bank account to which payment is to be made;
Legal Entity Form and Financial Identification Form (if you have
never worked with the contracting authority before, or if the
information previously provided has changed);
If you decide to sign the offer with a qualified electronic signature, please
convert the document to pdf format before signing and send us the signed
pdf document.
4. By submitting a tender you accept the terms and conditions set out in this
Invitation to tender and the contracting authority`s General Terms and
Conditions applicable to low value contracts and available at this link:
https://ec.europa.eu/info/publications/low-value-contracts_en. These terms
and conditions shall prevail over your own general or specific terms and
conditions. The contract shall be governed by Union law, complemented,
where necessary, by the law of Belgium.
5. Payments shall be made within 60 calendar days from the receipt of the
invoice submitted only after complete delivery/performance of the contract.
6. Any personal data requested will be processed solely for the purposes of
this procedure and in accordance with the privacy statement here. Please
note that your personal data may be registered in the European Union's
Early Detection and Exclusion System (EDES) if you are in one of the
situations listed in the referenced EDES website.
7. The contracting authority is not bound by this Invitation to Tender until it
signs the contract.
