Commissioning of exhaust gas scrubbers on TORM LOTTE (IMO
9392468)
The Danish Maritime Authority (DMA) has issued a letter of authorization for
commissioning of exhaust gas scrubbers for the above mentioned vessel, until a
revised IAPP certificate is issued. Conditions for the use of heavy fuel oil during
the period mentioned in the letter from the DMA are given below:
Before and during the actual on-board installation works of the scrubber
system, the ship shall use compliant fuels (max. 0.10 % sulphur). The high
sulphur fuel must be used only when the scrubbers are in operation.
The on-board fuel combustion machinery items (e.g. boilers and
incinerators) that will not be equipped with a scrubber system shall use
compliant fuels.
Already installed emission abatement methods with operational capability
should be used to the largest extent possible. In that case, and when the
scrubber is offline, fuel with maximum 0,10 % sulphur content should be
used, except if the scrubber is offline for a short period time and it is
technically necessary for the scrubber to be offline in order to maintain,
modify or test with the system.
When a fuel with a sulphur content above 0,10 % is used, the SO2/CO2
ratio should be monitored and recorded in accordance with
MEPC.259(68). The wash water should be monitored and recorded in
accordance with MEPC.259(68) when the exhaust gas scrubber is in
operation.
The letter of authorization is valid for the period mentioned in the letter from the
DMA.

Good day Estonia Maritime Administration,
Our vessel TORM LOTTE, IMO 9392468 have recently departure FaYard shipyard in Odense, Denmark for
installation of Exhaust Gas Cleaning System ( Scrubber)
Vessel is bound for Primorsk, Russia and will enter Estonian EEZ during the passage.
The vessel have received permission from Flag State ( Danish Maritime Authority) and Danish EPA (
Environmental Protection Agency) to use limited amount of high Sulphur fuel oil, when testing the scrubber in
order to document compliance the requirements in Marpol Annex VI and MEPC. 259(68) and directive
2012/33/EC.
Approval from Danish Maritime Authority and Danish EPA is attach above.
We kindly request permission from Estonian Maritime Administration to operate the engines and boiler on HS
HFO during the commissioning of exhaust gas scrubber in Estonian EEZ and/or territorial waters enroute to
Primorsk port.
