Your Excellency,
The European Maritime Safety Agency (EMSA) has been established under Regulation (EC) 1406/2002 (as
amended) of the European Parliament and of the Council to contribute to the enhancement of European
maritime safety, maritime security, prevention of and response to pollution caused by ships.
Article 1 and 2 (d) of the amended regulation foresee that EMSA will assist the Commission with the
performance of their assigned tasks in legislative acts in the field of the prevention of pollution caused by
ships. To that end, EMSA works on the development of mechanisms to support the implementation and
uniform enforcement of the relevant air emission legislation in all EU Member States, including Directive (EU)
2016/802 (Sulphur Directive) on the reduction of the sulphur content of certain liquid fuels.
As it was announced at the last Sulphur Committee held on 17 January 2019, the Agency will organize a
Workshop on the implementation of the Sulphur Directive. During this workshop the Mid Cycle Horizontal
Analysis report on visits to Member States will be presented. In addition the Agency will present the revised
Sulphur Inspection Guidance, recent developments and enhancements on the dedicated Union information
system, THETIS-EU, developed and operated by EMSA as a platform to record and exchange information
on the results of the individual compliance verifications under the Sulphur Directive, a consolidated version
from the annual reports submitted by the MSs as well as EMSA’s work on emission monitoring using RPAS.
Finally, a discussion will be held on a potential common risk-based targeting system for ship inspections and
fule sampling.
Therefore, EMSA would like to invite two participants from each EU Member State to attend this two-day
workshop, which will be held at the EMSA premises – Praça Europa 4, Cais do Sodré, Lisbon on 12 and 13
November 2019. The participants should ideally be from the competent authority responsible for the
implementation and enforcement of the Sulphur Directive and from the authority responsible for ship

inspections and fuel sampling, having knowledge regarding the conduct of Sulphur Inspections and deep
understanding of THETIS-EU. A draft agenda is attached. The Workshop will be held in English and the
delegates will be asked to provide input in relation to the topics that will be presented.
EMSA will cover travel, daily allowance and accommodation costs as per the EMSA Rules on Reimbursement
of Expenses to Experts. With respect to the daily subsistence allowance, experts will receive 83€ (a full daily
allowance) per day of meeting, or 55€ (i.e. 2/3 of daily allowance) if attending a half day of meeting. As
regards accommodation, experts will receive a flat rate of 101 € per necessary overnight stay (no supporting
document required) for the invited participants.

Please note that only registered participants will be entitled to reimbursement and all supporting documents
for reimbursement must be submitted within 30 calendar days after the end of the event. After that period
EMSA may refuse to reimburse the related expenditure.
