Your Excellency,
It is a great pleasure for me to inform you that the Republic of Korea has decided
to present the candidature of Dr. Chaesub Lee for the post of Deputy Secretary-
General of the International Telecommunication Union (ITU). The Republic of
Korea would also like to present its candidature for a seat o’the next ITU Council
at the elections during the Plenipotentiary Conference of the ITU to be held in
Bucharest, Romania, from 26 September to 14 October, 2022.

After joining the Union th 1952 and becoming a Council Member for the first
time at the 1989 Nice Plenipotentiary Conference, Korea has been significantly
contributing to the development of ITU.
In addition, Korea has been making continuous efforts towards the development
of ITU and the global ICT sector by expanding its contribution to ITU, carrying
out joint MSIT-ITU cooperative projects and hosting the 2014 ITU
Plenipotentiary Conference and ITU Telecom World 2017.
To further contribute to the development of ITU and global ICT, the Republic of
Korea would like to present Dr. Lee as a candidate for the Deputy Secretary-
General of the International Telecommunication Union (ITU).
Dr. Lee has sewed as the Director of the Telecommunication Standardization
Bureau (TSB) since 2014. He has contributed to the significant growth of ITU’s

standards development to bring high value to the industry and the market with
various emerging subjects, many new memberships, and innovative programmes.
Therefore, I sincerely believe that he is the most qualified and suitable candidate,
especially given the Union’s mission to lead digital transformation worldwide.

The Korean government is convinced that Dr. Lee will significantly contribute to
the development of ITU and the global ICT sector, and is committed to providing
its fullest support dunng his term in office as Deputy Secretary-General.
I believe that we can together work towards a brighter future for ICTs, and I
would like to request your valuable support for the abovementioned elections
(Deputy Secretary-General and ITU Council member) during the 2022 ITU
Plenipotentiary Conference.

“Building a Trusted ICT Platform”
so, to innovate ITU as an International Trusted Union
I am Chaesub LEE, a candidate for the post of Deputy Secretary-General of ITU.
ICTs are an essential subject for a matter of human life today and our lives are relying on ICTs
more than ever. ICTs can play essential roles in delivering innovative, integrated, and cross
sectoral sustainable development outcomes. ITU is in the centre of the ICT world in the respects
of technology, regulations, policy and environmental perspectives. Therefore the roles and
functions of ITU are crucial for the future of our life and the world.
My vision as a candidate for the Deputy Secretary-General of ITU is “Building a Trusted ICT
Platform” so, to innovate ITU as an “International Trusted Union.”
I want to share with you Two Journeys with Three Strategies to implement my vision.
First Journey to the SDG 2030 via trusted partnerships
At the coming PP-22, the new ITU leadership will be elected for the next tour years, and the
team will bridge the following four years until 2030, which is the target year for the Sustainable
Development Goals, SDGs, set by the United Nations.
The SDG5 are the crucial targets for all UN organizations, definitely for ITU as well. I believe that
ICTs make significant contributions to all 17 goals, such as “Good health, Quality Education,
Gender equality, Industry, Innovation and Infrastructure, Sustainable Cities, Climate Actions,
and many others.” ITU’s three sectors, ITU-R, ITU-T and ITU-D, are actively engaging in those
areas. I am sure that the three sectors should continue their efforts to achieve the relevant SDG
goals.
As a candidate for Deputy Secretary-General, I particularly focus on Goal 17, “Global
Partnerships”. The General Secretariat of ITU led by the Secretary-General’s collaborative
efforts with the three sectors should focus on cooperation among UN organizations, member
states, and private sectors. For me, one of the most critical challenges for ensuring such global
partnerships is: “How to build trusted relationships.”
WSlS is an important platform to address this endeavour for all stakeholders, administrations,
regulators, industries, academia and civil societies. As the director of TSB, I exerted my efforts
to implement WSIS action lines by sharing our technical knowledge and the experts of ITU-T. As
a result, we have received tremendous support and recognition from members alongside with
WSIS forums.
In 2017, ITU launched a new platform led by TSB, “Al for Good” global events with various
private communities, collaborating with 38 UN sister organizations and working together with
BR and BDT to demonstrate “One ITU.” Al is one of the promising technology tools for positive
influence on all 17 goals of SDGs. “Al for Good” is a well-known international open platform for
collaboration for all stakeholders, through matchmaking among “Problem owners and
challengers for solving those problems.”
With those valuable experiences, lam confident that I will help build ITU as a trusted open
platform by inviting experts, curating programs, and encouraging collaboration in the coming
years.
Second Journey for “New Normal Life” based on Trusted ICTs Platform
ICTs are being developed faster than expected. SG is already with us, and Al with Big Data/loTs
is influencing our daily lives more profoundly, leading to “Digital Transformation” which is
becoming the mainstream for innovating our society. Therefore, ICT is an essential part of our
lives, and people/organizations rely more heavily on lCTs.
The COVID-19 pandemic is one of the most pressing challenges of our time. However, ironically
the COVID-19 pandemic has highlighted the critical importance of ICTs/Telecommunication
infrastructures and services. It is impossible to imagine the world without communication
technology during and after this pandemic. And it is hard to imagine how maintaining our
everyday lives like we are doing now without ICTs.
However, ICT infrastructures are not reaching everywhere, considering half of the world
population is still not connected. And some ICT services are still too difficult for many people,
particularly the aged and those who need special assistance. Moreover, ICT5 are also a part of
concerns and risks due to fake news, misbehaviour online, digital gaps, generation gaps,
security, privacy, trust, and safety concerns.
Therefore, I am sure that the use of reliable ICTs and access to trustworthy information are
essential requirements for human life. So, building a dedicated environment based on reliable
ICT infrastructures and services is of utmost importance for “New Normal Life” with social and
economic development of the world today and beyond. And ITU shall address this supporting
the practical means as a UN specialized organization for ICT development.
I have worked ICTs domain as a technical expert since 1986. I contributed to developing
international standards for Global Information Infrastructure, Next Generation Networks, IPTV,
e-Services, Conformance & Interoperability, Identity Management, Security, Financial Inclusion,
Smart Sustainable City, Environmental aspects of emerging technology and many other issues.
Therefore, I believe such diverse and on-site experiences in support of members are enough to
build a dedicated environment based on reliable ICT infrastructures and services fundamental
for a trusted ICEs platform.
Three Strategies for implementation of my vision
ITU is a Member States-based UN specialized agency for ICTs and a unique UN organization
with members from private sectors. ITU has a long and proud history built on the operational
principle of “Contribution-driven and Consensus-based.” ITU members believe that this spirit is
a fundamental framework for such multi-stakeholder organizations, and I agree- Moreover, I
firmly believe that this spirit is essential for building trusted relationships, mutual
understanding, and patience.
A crucial role of the Deputy Secretary-General is to navigate and bridge: among member states,
between member states and sector members, between ITU and other organizations, between
the Secretary-General and Bureau Directors.
I can assure you that my navigation capabilities based on technology/market expertise and
bridging abilities learned as the TSB Director will help me effectively carry out such an
important role.
I want to share my strategic approaches to achieving the vision, like the following:
First, I will navigate ITU’s contribution to building a resilient global CT eco-system and act as a
bridge for harmonizing ITU members, including other international organizations, industries,
academia, civil society, and others;
Second, I will continuously upgrade the core competence of liii’s in-house capabilities as a
specialized organization for ICTs, such as investigating advanced processes and boosting the
capacity of the General Secretariat for better productivity, efficiency, effectiveness, integrity,
and accountability;
Last but not least I will enhance collaboration with and among the three Bureaus and
respective Directors to maximize and systemize the synergy of various ITU activities to
strengthen One ITU.
My career and abilities in ITU for Deputy Secretary-General
My first attendance at ITU was back in 1987 as a general participant. For over 27 years, I
contributed continuously to the work of ITU as an editor, rapporteur, WP chair, Focus Group
chair, and Study Group’s vice-chair and chair. And have been serving as the director of TSB
since the 2014 Plenipotentiary Conference.
Altogether for 34 years, I have enriched my knowledge of technology/market trends, members’
various needs, and ITU’s working methods and procedures. I believe such diverse experiences
are vital in successfully carrying out the role of the Deputy Secretary-General.

• Direct ITU-T’s activities focusing market aware technology: Fixed network aspects of SC,
AI/ML supporting SC/Autonomous Networks/Autonomous Driving/various e-Services,
Digital Financial Inclusion, Quantum Information Technology, etc.
• More assertive outreach and collaboration with other international organizations,
Standard Organizations, Regional Telecommunication and Standard Organizations
