Subject: Implementation of agreements reached during the 2021 online meeting
Reference: Summary Record of the Meeting (video conference) between the Telecommunication
Administration of the Russian Federation and the Telecommunication Administration of the
Republic of Estonia on Coordination of Frequency Assignments to Stations in Terrestrial
Services (Moscow-Tallinn, 14-16 December 2021).
Dear Sirs,
As per item 2.10 of the Summary Record (Ref.), we have examined the Estonian Party’s proposals
concerning channel allocations in Appendix 18 to the ITU Radio Regulations for maritime VHF
communications in the Gulf of Finland under which the Telecommunication Administration of the
Republic of Estonia is planning to use channels 63 and 66 under that Appendix, and the
Telecommunication Administration of the Republic of Finland is planning to use channels 79 and 82
under that Appendix.
Based on our examination results, we object to the said proposals, one of the reasons being that channel
63 is already being used by the Telecommunication Administration of the Russian Federation under
Appendix 18 to the ITU Radio Regulations.
In view of the above, we are ready to examine usability of frequency assignments for maritime VHF
communications in the Gulf of Finland as part of the relevant coordination request procedure.
