Thank you for your kind message and for introducing yourself. We appreciate Wolt’s continued interest in the EU Platform Work Directive (PWD) and your willingness to engage in dialogue on this rather relevant topic.
We met with different platforms, including Wolt, in October 2024 and have since provided an update regarding the current status of the PWD transposition process in Estonia. At this stage, Member States and the European Commission continue to conduct expert discussions regarding the practical implementation of PWD and this work is ongoing until the end of this year. In Estonia, more concrete work on the national legislative proposal (including preparing a draft act) will begin in autumn of 2025.
Given this timeline, we currently do not have any new developments to share in comparison to our last written communication in March. While we are always open to maintaining good communication and would consider a brief introductory meeting on 11th of June, we would suggest that a more meaningful meeting might take place in autumn, once we have started drafting the legislation, have new content to discuss and are in a position to engage stakeholders more substantively.

Dear representatives of the Ministry of Economic Affairs and Communications,
I am reaching out to you in order to introduce myself - I am Mindaugas Liutvinskas, Wolt's new Public Policy Manager for the Baltics.
Before joining Wolt, I was the Deputy Minister of Finance of Lithuania, so I have deep sympathies for the public sector and believe in the value of constructive dialogue between policymakers and market players.
I thus hope that we will be able to establish open communication lines with you and your Ministry. As I am sure you know, the issue of transposition of the EU Platform Work Directive (PWD) is of key importance to platforms like Wolt and we are very much open to engagement with the authorities on this.
I would be grateful if we could have an introductory meeting at some point in the near future, touching upon PWD process and related issues. In fact, I am planning a visit to Tallinn on 11 June - if possible, we could use this opportunity for kicking-off our dialogue.
