Participation in Workshop nr. 26 at the World Congress of Constitutional Law 2022 South
Africa, Johannesburg, December 5-9
Dear Mr. President,
We cordially invite you to participate in our Workshop nr.26 at the World Congress of Constitutional
Law, which will be organized by the International Association of Constitutional Law (IACL) in
Johannesburg/South Africa from December 5-9 this year. The congress, held every four years, brings
together constitutional law scholars and judges of Constitutional Courts from around the world.
It is a great pleasure for us to organize the Workshop no. 26 on “The constitutions’ inherent
responsibility for the future – dogmatic basis and political practice” at the congress.
The workshop deals on the issue of whether and to which extent present-day constitutional law must take
account of developments in the future that are already foreseeable or to be considered likely or possible
to occur. This refers to the State’s “time-related responsibility” in particular for the protection of future
generations, by careful budget management, an adequate adaptation of the social systems to the
demographic change, the improvement of health care, technological development, danger prevention,
etc. The core question is: Does the protection of the constitution apply to people only in the present time
or also to the people living in the future, the future generations? Does the constitution have to consider
the developments relevant for the future already at present and provide for a possibly adequate solution?
It would be a great honour for us if you would participate in our workshop. All contributions will be
published afterwards.
