SAD NAWYZSZY ffi Rzeczypospol itel Polskiej First Presrclent of the Suprenre Court Warsaw, 24 March 2022 Repuirlic of Polarrcl dr hab. Malgorzata Manowska KPPV.014.4.2022 The Honourable Mr. dr. iur. Villu Kõve ChiefJustice of the Supreme Court of Estonia Dear Mr. President, Iwould like to inform you, by the present letter about the scheduled dates and cordially invite you to attend the Rule of Law conference to be held on7-9 November 2022in Warsaw. As you are perfectly aware, the issue of the Rule of Law in terms of the administration of justice has been increasingly discussed in the case law of the Court of.Justice of the European Union and the European Court of Human Rights over the past years. This resulted also in the initiative of preparation of the European Commission's annual reports relating to that issue. Discussions held on that occasion reveal real plethora of perspectives and ways to perceive the Rule of Law. Those circumstances raise questions whether the relations between the Member States and the European Union lnstitutions, are still as they had been until recently. Thus, it is of paramount importance to take into account the diverse historical and cultural experiences and traditions of particular Member States, and respect for these traditions should serye as the very foundation for the functioning of the European Union, as it is established by the Treaties. However, diversity has always been the fundamental principle and the real advantage of the European Union, especially, if it results in achieving some common conclusions. Therefore, I believe the conference entitled "The Rule of Law - in seorch of o standard of control' with the participation of representatives ofthe European judiciary and the academia will provide us an excellent opportunity to discuss how such a common standard might be elaborated and implemented. Supreme Court, Krasilrskichsq.2/4/6, OO 951 Warsaw, tel.22 530 82 03, fax 2253090 60, e-mail: [email protected], wvwv.sn.pl I sincerely expect that this exchange of views will enable a constructive, substantive position to be reached in an atmosphere of mutual understanding and dialogue. Therefore, I am happy to expect participation of Commissioner Didier Reynders, who expressed his readiness in this respect during his recent visit to Warsaw. Mr. Koen Lenaerts, the President of the Court ofJustice of the European Union, has expressed a tentative interest in participating in the conference duringthe Paris meeting of the heads of the highest instance courts of the European Union, while Commissioner Didier Reynders accepted our invitation during his last visit to Warsaw. I look forward to see many more outstanding representatives of the judiciary. Unfortunately, as the war on Ukraine is aflecting deeply also European Union, requiring to broaden our perspective on the Rule of Law, I would also like to invite, as the guest of honour, the President of the Supreme Court of Ukraine, Mr. Vsevolod Kniaziev, with whom I am in continuous contact. It will be my great honour and a pleasure to host you in Warsaw on 7-9 November 2022. Mr. President, you will receive an official invitation and the Conference programme within the following months. However, I would like to ask you to save the aforementioned dates in your agenda today, Please accept, Mr. President, the assurances of my highest consideration.
