Dear CORSIA Focal Points,
This message is to provide you with an update on recent ICAO developments related to CORSIA.
The ICAO Council, at its 220th Session that has just finalized, made a series of important decisions to
ensure that CORSIA implementation progresses in line with its original objectives, despite the
challenges posed by the ongoing COVID-19 pandemic.
1. Impact of COVID-19 on CORSIA implementation in 2020
With regard to the CORSIA MRV reporting deadlines applicable to year 2020, the Council encouraged
States to make all the efforts to meet the deadline of 31 August 2020 to report on their respective
2019 CO2 emissions data to the ICAO CORSIA Central Registry (CCR), as per the timeline reflected in
Annex 16, Volume IV, Appendix 1.
In this regard, the Council noted various measures taken by the Secretariat, during the COVID-19
pandemic, to ensure the continued support for the CORSIA implementation. Please refer to the
“CORSIA and COVID-19” webpage below for materials from a series of online training sessions and
webinars, which clarify the CORSIA MRV aspects and facilitate the use of ICAO CCR.

At the same time, the Council, cognizant of the challenges posed by the current situation, invited
those States that have difficulty in meeting this deadline of 31 August 2020, to communicate with the
Secretariat to discuss their situation and work together, and requested the Secretariat to work
flexibly to accommodate late submissions by States, as appropriate. In this regard, those States that
have difficulty in meeting the deadline are invited to inform the Secretariat, by responding to this
email, sending a letter, and/or those States can file a difference with ICAO under Article 38 of the
Chicago Convention.
The Secretariat, in cooperation with ongoing ACT-CORSIA buddy partnerships among 16 donor and
114 recipient States, will continue to support and facilitate States to be able to report the 2019
emissions report to ICAO CCR by 31 August 2020.
2. Impact of COVID-19 on CORSIA design
Another CORSIA-related subject that the Council has discussed extensively is the impact of COVID-19
on the international aviation sector's CO2 emissions in 2020, and the subsequent impact on CORSIA’s
sectoral baseline, as well as on two other important design elements of the scheme, namely: the
selection of an operator’s emissions for calculation of annual offsetting requirements during
CORSIA's pilot phase; and the definition of a threshold for a new entrant operator to be covered by
CORSIA’s offsetting requirements.
In this regard, the Council has resorted to paragraph 16 of Assembly Resolution A40-19 (the so-called
“safeguard provision”), which reads as follows:
16. [The Assembly] Recalls its decision at the 39th Session on the need to provide for safeguards
in the CORSIA to ensure the sustainable development of the international aviation sector and against
inappropriate economic burden on international aviation, and requests the Council to decide the basis
and criteria for triggering such action and identify possible means to address these issues;
In line with this, the Council agreed that, in order to safeguard against inappropriate economic
burden on aeroplane operators, 2020 emissions should not be used for the three CORSIA design
features mentioned above (i.e. calculation of the baseline, selection of an operator’s emissions for
pilot phase, and threshold for new entrants). In order to operationalize this decision during the pilot
phase, the Council decided that wherever 2020 emissions data be required, 2019 emissions data
shall be used, and this decision will be reflected in all relevant ICAO CORSIA documents referenced in
Annex 16, Volume IV. Please note that there was no change for the provisions of Annex 16, Volume
IV or Assembly Resolution A40-19 text.
In addition to the application of this safeguard during the CORSIA pilot phase from 2021 to 2023, the
Council noted that there could be implications to the subsequent phases of CORSIA in light of how
the sector’s recovery would take place. In this context, the Council highlighted the importance of the
periodic review of CORSIA that the Council would undertake in 2022, with technical contribution of
its Committee on Aviation Environmental Protection (CAEP), in line with paragraph 17 of Resolution
A40-19, which will provide an opportunity to examine the impact of COVID-19 on CORSIA on various
issues, including the impact on the baseline beyond the pilot phase. The Council will consider a
structure, process and methodology of the 2022 periodic review, including the work programme of
CAEP, at its 222nd session in March 2021.
The Secretariat will continue to keep updating CORSIA Focal Points of any further progress.
