Subject: Invitation to a workshop on Directive 2017/2110/EU of the
implementation on a system of inspections for the safe operation of ro-
ro passenger ships and high-speed passenger craft in regular service
and amending Directive 2009/16/EC and repealing Council Directive
1999/35/EC
Your Excellency,
The European Maritime Safety Agency (EMSA) has been established under Regulation (EC) 1406/2002 of the
European Parliament and of the Council (as amended) for the purpose of ensuring a high, uniform and
effective level of maritime safety and prevention of pollution by ships.
Article 1 and 2.3(b) of the amended regulation foresee that EMSA shall work with the Member States and
develop technical solutions and provide technical assistance to the building up of the necessary national
capacity for the implementation of relevant legal acts of the Union. To this end EMSA and in order to support
the implementation of Directive 2017/2110/EU on the implementation on a system of inspections for the safe
operation of ro-ro passenger ships and high-speed passenger craft in regular service and amending Directive
2009/16/EC and repealing Council Directive 1999/35/EC has developed a dedicated module in THETIS-EU,
allowing selecting ships for inspections and to record these inspections and has enhanced further THETIS to
incorporate the amendments to Directive 2009/16/EC. In addition EMSA has developed guidelines for
inspectors covering both ships falling under Directive 2017/2110/EU and one for ships falling under Directive
2009/16/EC as amended.
Therefore, EMSA would like to invite 1 participant from each EU Member State to attend a one and a half
day workshop, which will be held at the EMSA premises – Praça Europa 4, Cais do Sodré, Lisbon from 24 to
25 September 2019. The participants should ideally be from the authorities responsible for the
implementation and enforcement of Directive 2017/2110/EU namely the authority responsible for ships falling
under Directive 2017/2110/EU or the authority responsible for ships falling under Directive 2009/16/EC as
amended, having knowledge on inspections to be carried out in line with Directive 1999/35/EC and deep
understanding of the inspection databases (THETIS & THETIS-EU). The workshop aims at discussing and
finalising proposed actions by EMSA in support of authorities responsible for the implementation of Directive
2017/2110/EU, including:
Discussing how to best implement Directive 2017/2110/EU, which enters into force on 21 December
2019;

Finalising the guidelines for inspectors covering both ships falling under Directive 2017/2110/EU and
one for ships falling under Directive 2009/16/EC as amended;
Introducing the relevant module in THETIS-EU;
Introducing the enhanced THETIS.
EMSA will cover travel, daily allowance and accommodation costs as per the EMSA Rules on Reimbursement
of Expenses to Experts. With respect to the daily subsistence allowance, experts will receive 83€ (a full daily
allowance) per day of meeting, or 55€ (i.e. 2/3 of daily allowance) if attending a half day of meeting. As
regards accommodation, experts will receive a flat rate of 101€ per necessary overnight stay (no supporting
document required) for the invited participants.
For the purpose of the reimbursement and logistics, the participants are kindly asked to register on-line to the
event by 10 September 2019 at the latest at the following email address: https://extranet.emsa.europa.eu/e-
register/
Please note that only registered participants will be entitled to reimbursement and all supporting documents
for reimbursement must be submitted within 30 calendar days after the end of the event. After that period
EMSA may refuse to reimburse the related expenditure.
In order to register, prospective applicants should log in by indicating the following credentials: Username:
emsa / Password: guests and press on “Log In”. Once logged in, they will be able to access the Events
menu. By clicking on the “EVENTS” button, they can then select the relevant link. By clicking the “Register”
field of the meeting concerned the registration will be effected.
