The European Maritime Safety Agency (EMSA) has been established under Regulation (EC) 1406/2002 of the
European Parliament and of the Council (as amended) for the purpose of ensuring a high, uniform and
effective level of maritime safety and prevention of pollution by ships.
Article 2 of the amended Regulation prescribes a core task for EMSA, as follows: “in the field of traffic
monitoring covered by Directive 2002/59/EC, the Agency shall in particular promote cooperation between
riparian States in shipping areas concerned”.
Since 2013 EMSA has been involved in the activity of the Cooperation Group on Places of Refuge and has
organised three Table Top Exercises on Places of Refuge together with the Netherlands in 2013, with Malta in
2015 and with Norway in 2017.
As the Cooperation Group on Places of Refuge originally requested such exercises to be organised biennially,
EMSA and Spain are preparing the fourth Table Top Exercise in the field of Places of Refuge. This exercise
will take place at the premises of the Autoridad Portuaria in Las Palmas, Canary Islands on 2-3 October 2019.
You are invited to nominate one representative to participate in the Table Top Exercise.
EMSA will cover travel, daily allowance and accommodation costs as per the EMSA Rules on Reimbursement
of Expenses to Experts. With respect to the daily subsistence allowance, experts will receive 88€ (a full daily
allowance) per day of meeting, or 59€ (i.e. 2/3 of daily allowance) if attending a half day of meeting. As
regards accommodation, experts will receive a flat rate of 128€ per necessary overnight stay (no supporting
document required) for the invited participants.
EMSA has pre-booked rooms in the Design Plus Bex Hotel in Las Palmas for 82€ with breakfast/day. If you

For the purpose of the reimbursement and logistics, the participants are kindly asked to register on-line to the

field of the meeting concerned the registration will be effected.
Please note that only registered participants will be entitled to reimbursement and all supporting documents
for reimbursement must be submitted within 30 calendar days after the end of the event. After that period
EMSA may refuse to reimburse the related expenditure.
