As part of this work, our working group is also reviewing relevant international models, and so far we have managed to analyse the practice of Ireland`s National Review Panel and become acquainted with the German methodology „Learning Together from Child Protection History“. Recently, we received a response from the Norwegian Ministry of Children and Families, who forwarded to us the draft Child Violence Investigation Act that has been submitted to the Norwegian Parliament and is due to be debated and adopted this spring - we are now planning to analyse it as well and present it to the members of our working group. And, similarly to you, we also plan to review the approaches used in the United Kingdom. From our side, I would also recommend that you, if possible, analyse the practice of Ireland`s National Review Panel, as it has been the most appealing to our working group. We appreciate your interest in learning about developments in Iceland concerning cross-sectoral analysis of cases involving children with serious outcomes. I can confirm that the Ministry of Education and Children has initiated work in this field. This work is grounded in the Implementation Plan in Child Protection for 2023–2027, which includes an action point to explore the possibility of establishing a committee to review serious and unexpected incidents involving children. The aim is to ensure that such incidents—particularly those falling outside the mandates of the Directorate of Health and the Quality and Supervisory Authority of Welfare—are examined in a systematic and cross-sectoral manner with the aim to learn from these incidents and prevent and reduce similar incidents or outcomes in the future. A multidisciplinary working group has been appointed by the Ministry. Its task is to assess how such a mechanism could best be structured, what types of cases should be examined and by whom, i.e. independent committee or other party, and how to ensure that learning is effectively shared across sectors. As part of this work, the working group will review relevant international models. Among those under consideration is NUBA, the Norwegian system for reviewing serious cases in child welfare. I work in the supervision division and lead a project whose primary aim is to retrospectively analyze child protection cases with serious outcomes, to identify cross- sectoral bottlenecks, and to learn from these cases to prevent and reduce similar outcomes in the future. The future commission will analyze the actions and cooperation of all parties involved in resolving a case and will provide recommendations for preventing serious outcomes. In 2025, we formed a working group with the goal of developing a cross-sectoral analytical model and methodology for child protection cases with serious outcomes. During the meetings of the working group, we are reviewing various methodologies from Estonia and abroad. At the last meeting in December, the working group expressed a desire to learn about Iceland's methodology. However, I have not been able to find definitive information confirming the existence of an institution, organization, or commission in Iceland that engages in cross-sectoral analysis of child protection cases with serious outcomes. I have found that there are the National Agency for Children and Families, the Quality and Supervision Agency for Welfare, the Ombudsman for Children, and Barnahús in Iceland, but it seems that these institutions do not specifically do what I am looking for. Therefore, I reached out via email to these institutions, and today I received a response from the Quality and Supervision Agency for Welfare stating that Iceland does not have an official platform for retrospectively analyzing child protection cases with serious outcomes to identify cross-sectoral bottlenecks. However, in 2024, the Ministry of Education and Children started forming a working group on this topic, but since they did not have information on the status of this work, it was recommended to reach out directly to you. Based on the above, I now turn to you with my question and kindly ask you to inform me of the progress in forming this working group, its goal, target group, and what exactly this working group plans to address. Have I understood correctly that your ministry is working on creating an institution, organization, or commission in Iceland that would engage in retrospectively analyzing child protection cases with serious outcomes cross-sectorally? Please respond at your earliest convenience, as our next working group meeting is on 28.01.2025, and I need time to prepare for it.
