RrpueLrc or Esrourn MaRrrrmE AourrtsrRATtoN Ms Quah Ley Hoon 25.02.2019 Maritime And Port Authoritv of Singapore 15.05.2019 Our ref. 1-l-51737 460 Alexandra Road PSA Building #19-00 Singapore 119963 Dear Ms Quah Ley Hoon, We received your letter asking our support for Singapore's candidature to the IMO Council under category C. Singapore is known all over the world as a country dedicated to making the international maritime sector safer and more efficiont. Therefore, Estonia has always supported your country's candidacy and will do it also in the futtre. You can rely on our support. In spring 2018 I participated as a speaker in the 2nd Maritime Administrators Forum organised by the MPA. It was a great and enjoyable event and I was particularly impressed with the technical and digital developments in your shipping and port sector. Estonia has put a lot of effort into digitalising the activities in the public sector. E-governance, e-residency and e-elections are the key words which have givpn Estonia the reputation of a country with well-established digital services. We strongly believe that digitalisation fosters economic growth, national development and welfare of the population. Our strength is that during the last 28 years since the re-establishment of our State we have managed to build up a very competitive system from scratch. Our focus has always been on integrating new technologies into every possible aspect of life and making use of modem solutions. At the Estonian Maritime Administration, we have also made significant progress, especially in cartography, hydrography and aids to navigation where digitalisation and use of modern technology has made work processes extremely efficient and customer-friendly. At the moment we are in the middle of developing digital ship registers for both seagoing and inland vessels and a new certification database for seafarers. Our vision is to develop maohine readable data sharing on the global level. A good example of this would be the already existing system in Estonia that connects several public information databases and is also linked to the sy5tems in Finland. We are of the opinion that an analogous technical solution can be used in the maritime sector worldwide, for instance between maritime administrations and classifioation societies. If you find this worth consideration, I would appreciate it if you could let me know. The next step could then be a more detailed analysis of the possibilities of cooperation between us. Yours sincerely, Tarmo Ots +372 620 5529, [email protected]
