Subject: Requests for RPAS services for 2020
Dear Member of the EMSA Administrative Board,
As presented at the March 2019 EMSA Administrative Board meeting, the Agency has now a large portfolio of
Remotely Piloted Aircraft System (RPAS) systems available in support of maritime surveillance activities
including pollution monitoring, marine pollution response and other Coast Guard functions.
EMSA’s fleet of RPAS has been completed in 2018-2019 in particular in the domain of long range and long
endurance (MALE type) RPAS, in the domain of vertical take-off and landing (VTOL) RPAS to be operated
from land and from vessels (medium size or lightweight) or VTOL RPAS for SO2 emissions monitoring.
In order to give all Member States an equal opportunity to use the RPAS services, EMSA needs to take into
account the expected demand for 2020 to start planning operations and associated budgets as effectively as
possible.
To facilitate this exercise, please find attached in Annex 1 a description of the RPAS systems capabilities and
in Annex 2 the “RPAS Initial Service Request Form” to be used for any specific request for an RPAS
deployment or operation.
If you are interested, and to mitigate the delays and difficulties encountered in the past for obtaining of the
Permits to Fly and for the logistical set-up of RPAS operations, I would kindly ask you to identify to EMSA in
your request:
- The contact details for a contact point who could clarifying any issues with the presentation of
information;
- The proposed Area of Interest and airport/take off area with the evaluation of the possible access to
this site;
- The contact details for the National Competent Aviation authority and a first list of documentation
required by this authority from the RPAS operator to provide the permit to fly.
The RPAS activities either complement or supplement existing EMSA tasks e.g. the Emissions monitoring
Reporting and Verification, the Integrated Maritime Services and the CleanSeaNet and Copernicus Maritime
Surveillance Earth Observation based services.
