Dear Hydrographer,
1. The approval of Member States on the revision of IHO Resolution 7/2009 – Time Reference
proposed by the Nautical Information Provision Working Group (NIPWG), as endorsed by the
Hydrographic Services and Standards Committee (HSSC) in 2018 at its 10th meeting, was requested by
Reference B.
2. Following the comments offered by two Member States on the proposed amendments to this
Resolution, it was agreed to carry out further investigations (Reference C, paragraph 4).
3. At its 11th meeting held in Cape Town, South Africa, in May 2019, the HSSC endorsed a new
version of the amendments to the Resolution that was submitted by NIPWG (See Reference D, Decision
HSSC11/37).
4. The draft proposed amendments to the Resolution are provided in Annex A (red-line version in
English only).
5. Member States are requested to take into account the endorsement of the HSSC and to consider
the adoption of this proposal by providing their reply at their earliest convenience and no later than 31
July 2019 by email (
[email protected]) or by fax (+377 93 10 81 40) when using the Voting Form in Annex
B, but preferably using the IHO Online Form System (see Reference E) by accessing the following link:

TIME REFERENCE 7/2009 as amended A2.17
It is resolved that all references to time in nautical publications should be referred to the Universal Time Co-
ordinated (UTC) standard, e.g. 1537 (UTC), 1637 (UTC+1), etc. If considered necessary, a note may be included
indicating that UTC has replaced GMT.
Time in nautical publications, Tide Tables excluded (See M-3, section 2.4.7, IHO Resolution 27/1919 as
amended), should be expressed as Universal Time Co-ordinated (UTC):
Example 1321Z.
Alternative time references may be used, as follows:
1. Local time with offset: Example 13:21 (UTC+3)
2. Unspecified local time: Example 13:21 (Local Time) if time zone reference is provided within the publication.
