National regulation and approval processes concerning in-water cleaning
of boats and ships in the Baltic Sea Region - current procedures and
future needs

Background
In-water cleaning of leisure boats and merchant ships can be an essential part of
biofouling management. However, in-water cleaning may pose a risk to the
environment depending on the nature of biofouling (e.g. microfouling or macrofouling,
alien species occurrence), the type of anti-fouling system applied (e.g. biocides) and
the type of in-water cleaning (e.g. high-pressure cleaner with collecting container,
brushes, extractors, collection of waste).
With the EU Water Framework Directive it applies that e.g. the chemical status of the
water bodies must not be deteriorated. With the EU Marine Strategy Framework
Directive and Invasive Alien Species Regulation it applies that no non-indigenous or
invasive species shall be introduced or spread. Thus, the procedure of in-water
cleaning coming along with a certain environmental risk for the Baltic Sea should be
approved by responsible authorities. In the BSR, granting of approvals is mainly
regulated at a national or even local level. Here, national environmental protection
agencies (EPAs), municipalities, and port authorities are the involved authorities. At
this point, no shared understanding of the regulation of in-water cleaning procedures
exists in the BSR or on what basis approvals can be granted. In addition, there is a lack
of information on in-water cleaning technologies.
The IMO Biofouling Guidelines (Guidelines for the Control and Management of Ships'
Biofouling to Minimize the Transfer of Invasive Aquatic Species, Resolution MEPC:207

N%20MEPC.207[62].pdf) provide practical recommendations for measures that can
help to minimize risks of species introduction and spread from biofouling. The
guidelines cover also the aspect of cleaning and maintenance.
Objectives
The workshop aims to gather and to compile information on legal aspects and
regulation of in-water cleaning that are already in place in the BS countries as well as
their practical implementations.
This will be done together with the invited responsible authorities and other
stakeholders concerned. Further, participants are invited to give examples of good/best
practice and of their experiences (examples of granted approvals, approved cleaning
procedures/technologies etc.). Finally, knowledge and/or regulation gaps will be
discussed and needs of action should be formulated in order to develop a common
understanding for in-water cleaning in the BSR.

The Interreg Baltic Sea Region project COMPLETE stands for Completing
management options in the Baltic Sea Region to reduce risk of invasive species
introduction by shipping (https://www.balticcomplete.com/). COMPLETE addresses two
major sources of harmful organisms introduction by shipping: ballast water and ship
hulls. The project tackles several gaps in current knowledge and management.
COMPLETE works towards minimising the introduction of harmful aquatic organisms
and pathogens by developing a consistent and adaptive management system for the
Baltic Sea region.
