Dear Mr. Espenses
According to the MEPC74-3-4 ? Draft amendments to the IBC Code, the carriage requirements of
Urea/Ammonium nitrate solution will be amended as part of the amendments to the IBC Code and shall
enter into force on 01.01.2021.
In respect to your enquiry concerning amendments to the IBC code and early implementation of carriage
requirements of Urea/Ammonium nitrate solution, we would like to inform you that Estonia will form the
final position on the abovementioned item only after the amendments are adopted in the MEPC 74 and
MSC 101.

Dear Sirs,
The carriage requirements of Urea/Ammonium nitrate solution has been amended and will be adopted
during MEPC 74 and MSC 101 as part of the amendments to the IBC Code (MEPC 74/3/4, MSC 101
document has not been published yet).
The amendments will enter into force 1 October 2020. Norway would like to apply the update carriage
requirements before they are formally adopted. We have already agreements to apply the updated
carriage requirements with several countries such as the USA, China, Brazil, France, United Kingdom and
others.
As a possible port State for Norwegian ships carrying UAN, we would like to ask for the concurrence
regarding this matter from Estonia.
