The 2014 Commission Communication1 on better situational awareness by enhanced cooperation across maritime surveillance authorities defines Common Information Sharing Environment (CISE) as a "voluntary collaborative process in the European Union seeking to further enhance and promote relevant information sharing between authorities involved in maritime surveillance". CISE aims to enable enhanced maritime awareness and more effective action at sea, promoting a voluntary and decentralised framework for these exchanges. Maritime surveillance and the development of CISE is one of the work strands of the EU Maritime Security Strategy (EUMSS)2, and its revised Action Plan adopted in June 20183 by the Council. The Commission has put in place a preparatory action for a transition phase (2019-2020) in view of the operational implementation of CISE by 2020. The main objective of the transition phase is to further support Member States efforts so far to implement the CISE interoperability building blocks in their systems and to offer other entities the possibility to join the CISE network. It also aims to work towards full coherence of CISE with the overall European maritime surveillance framework and maritime information systems. Within this respect, one of the tasks of EMSA is to organize the CISE Stakeholder Group meeting. EMSA would like to invite you to attend the first CISE Stakeholder Group meeting which will be held on 15 May 2019 at EMSA’s premises in Lisbon (Praça Europa №4, 1249-206, Lisbon, Portugal). Please note that the meeting will be held in English without translation. You are kindly invited to register on-line for the event through the following link: https://extranet.emsa.europa.eu/e-register. You should log-in by indicating the following credentials: Username: emsa / Password: guests. Once logged in, you shall be able to access the “EVENTS” button and from there you shall select the relevant link to the event and Register. For logistical and security purposes, only participants who have registered in advance will have access to the meeting. EMSA will reimburse 1 representative from each Member State. EMSA will cover travel, daily allowance and accommodation costs as per the EMSA Rules on Reimbursement of Expenses to Experts. With respect to the daily subsistence allowance, experts will receive 83€ (a full daily allowance) per day of meeting, or 55€ (i.e. 2/3 of daily allowance) if attending a half day of meeting. As regards accommodation, experts will receive a flat rate of 101 € per necessary overnight stay (no supporting document required) for the invited participants. Please note that only registered participants will be entitled to reimbursement and all supporting documents for reimbursement must be submitted within 30 calendar days after the end of the event. After that period EMSA may refuse to reimburse the related expenditure.
