Dear Mrs Kaidi KATUS,
1. Five Capacity Building courses in “Hydrographic Data Processing and Marine Cartography including
specialism in the Electronic Navigational Chart (ENC)” were conducted at the United Kingdom
Hydrographic Office (UKHO) in Taunton from 2009 to 2013 under the “Japan Capacity Building Project”
announced in Reference A. These courses were funded by the Nippon Foundation (NF) of Japan. In addition,
five “Hydrographic Data Processing and Marine Cartography” courses were conducted at the UKHO from
2014 to 2018 under the framework of the IHO-Nippon Foundation “CHART (Cartography, Hydrography
and Related Training) Project” also funded by the Nippon Foundation in accordance with the Memorandum
of Understanding (MoU) between the International Hydrographic Organization (IHO) and the Nippon
Foundation (Reference B).
2. Under the terms of the MoU in Reference B, the IHO and the Nippon Foundation will organize an
IHO-Nippon Foundation Alumni Seminar from 29 to 31 October 2019 in Singapore. The objectives of
the Seminar are to strengthen the IHO-NF Alumni network, to encourage the cooperation among the fellows,
to improve the global friendship and to obtain feedback from the alumni. The outcome of the Seminar will
also provide input to the IHO Secretariat and to the Nippon Foundation for the review of the CHART project
and the consideration of its way ahead.
3. A draft programme for the Alumni Seminar is provided in Annex A. List of the Alumni is provided
in Annex B. Invited alumni will be requested to deliver a written statement and oral presentation (five
minutes) with regards to the lessons learned and experience gained, during and after the course.
4. The IHO-Nippon Foundation Alumni Seminar is fully sponsored by the IHO-Nippon
Foundation CHART Project. The roundtrip airfare, hotel accommodation, meals and transfers from/to the
airport will be covered by the CHART Project fund. Up to 50 alumni from different States will be selected
among the 75 graduate students from 2009 to 2018. The selection of the nominated alumni will be made
by the IHO Secretariat and will be announced at the end of July 2019. Selected alumni are expected to
arrange their passports and visa requirements before the air ticket is issued. Information about visa
requirements and the list of countries exempted from visa or that require visa on arrival can be seen at:

5. Accordingly, Estonia is invited to consider nominating Ms. Nele SAVI to participate in the Seminar.
6. The Nomination Form for the Alumni Seminar should be submitted to the IHO Secretariat by the IHO
