1. So the answer to the example (2) is therefore "No". Do I understand it correctly, please? - It depends
on the decision of the licence issuing competent authority. It is allowed to use an examiner from another
EU country holding an examiner certificate issued in accordance with Part-FCL.
2. Is cognitive and personal testing (4) similar to skills and aptitude tests I mentioned below (short-term
memory, spatial orientation, reaction speed, mathematics, iq type test, movement coordination etc.),
please? – Yes, it is.

With a bit of delay, please find the answers to your additional questions:
1. Do you apply your own question database or some universal European question
set for PPL exam, please? And are these questions freely available?
- We use a separate question database for PPL exams. Questions are not freely
available.
2. And if the candidate applies the licence from another EU country? Let's say the
candidate holds Czech PPL, has completed Czech IR training and would like to
take the practical exam in your country. - If the applicant holds a licence issued
in accordance with Part-FCL, he or she must apply the practical exam from the
licence issuing competent authority.
3. Do you mean only mandatory mental health assessment, please? Because in the
Czech Republic initial Medial Class 1 certification includes not only the mental
health assessment, but also psychological Skills tests (short-term memory,
spatial orientation, reaction speed, mathematics, iq type test, movement
coordination etc.).
-A psychological test is part of the class 1 initial mental health assessment
(cognitive and personal testing + clinical interview).
4. Does your office supervise such base in any way in that case, please?
- In case the competent authority responsible for the oversight has agreed to
have oversight tasks performed by Estonian CAA, then we will.
We would appreciate, if you could send us the link to the final article once published.

take some time to get the complementary answers. We will get back to
you as soon as possible. Our only medical inspector is back again in the
office as of 1 June, it may be that we will be able to provide answer No 3

in your country? And if so, in what language? - Yes,
foreigners can take theoretical examinations in Estonia.
Exams are in English for IR/CPL/ATPL, in Estonian and in
English for PPL.
Do you apply your own question database or some universal European
question set for PPL exam, please? And are these questions freely
available?
2. Can a foreigner take the practical exam with an
examiner in your country? And is this possible even if
the candidate has completed practical training in
another country? - Yes, if the candidate applies the
licence from Estonia, it is possible.
And if the candidate applies the licence from another EU country? Let's
say the candidate holds Czech PPL, has completed Czech IR training and
would like to take the practical exam in your country.
3. Is a psychological (mental health) test part of Medical
Cerificate Class 1? And if so, is it a universal European
test the same for each country or proprietary test, which
may vary from country to country? - Yes, a psychological
test is part of the class 1 initial aeromedical examination
in Estonia. No, there is not an universal European
psychological test available for aeromedical
examination.
Do you mean only mandatory mental health assessment, please?
Because in the Czech Republic initial Medial Class 1 certification includes
not only the mental health assessment, but also psychological Skills tests
(short-term memory, spatial orientation, reaction speed, mathematics,

4. Can an ATO supervised by another state's aviation
authority operate in your country? – Yes, ATO
supervised by another state's aviation authority can
operate in Estonia.
Does your office supervise such base in any way in that case, please?
