Lisbon 26-27 March 2019 Your Excellency, According to Article 2 paragraph 3 (a) of Regulation (EC) No 1406/2002 of the European Parliament and of the Council of 27 June 2002, as amended, the European Maritime Safety Agency shall work with the Member States to develop technical solutions as well as to provide technical assistance, to the building up of the necessary national capacity for the implementation of relevant legal acts of the Union. In this context EMSA is organising a “Workshop on capacity building activities”, which will take place at EMSA in Lisbon from 26 (full day) to 27 March (half day) 2019. The workshop aims at further discussing and fine-tuning actions already presented to the Member States in support of authorities responsible for flag State implementation, Port State Control as well as other new proposals that are of substantial importance, including:  Dynamic Overview of National Authorities (DONA). Further defining its content and functionalities;  Recent developments on eCertificates and future activities;  Information on the technical support project of the Structural Reform Support Service on the digitalisation of maritime transport Industry;  Information on possible actions to support Member States for their preparation for IMSAS. It is my pleasure to invite up to two (2) participants from your State, preferably one from the authority responsible for Flag State implementation and one from the authority responsible for Port State Control. You will find a provisional agenda in the annex. The workshop will be held in English without translation. The designated persons are invited to register on-line for the event by 8 March 2019 at the latest through the following link: https://extranet.emsa.europa.eu/e-register. With respect to the daily subsistence allowance, experts will receive 83€ (a full daily allowance) per day of meeting, or 55€ (i.e. 2/3 of daily allowance) if attending a half day of meeting. As regards accommodation, experts will receive a flat rate of 101 € per necessary overnight stay (no supporting document required) for the invited participants. Please note that only registered participants will be entitled to reimbursement and all supporting documents for reimbursement must be submitted within 30 calendar days after the end of the event. After that period EMSA may refuse to reimburse the related expenditure.
