Ares(2019)475584 - 28/01/2019 Lisbon, 24/01/2019 Ms Kadri SIMSON Minister of Economic Affairs and Infrastructure of Estonia E-mail address: [email protected] Subject: Seconded National Experts (SNE) vacancies at the European Maritime Safety Agency (EMSA) Dear Minister Simson, As you are aware, Seconded National Experts (SNEs) are national civil servants temporarily assigned to European Institutions and Agencies under specific rules. SNEs bring to EMSA their specialised expertise and take back to their home administration the knowledge of European issues which they acquire during their secondment. They are exposed to a multi-cultural working environment and have the opportunity to work on issues they are familiar with from a different and more horizontal perspective. Therefore, having a national expert posted at EMSA from your maritime administration is of mutual benefit both from the Agency’s perspective and the national perspective, thus enhancing cooperation, knowledge exchange and communication. It also provides the National Administration a valuable way of further acquainting a staff member with the enriching perspective of an EU Agency. We have been implementing this programme successfully for many years and would like to continue to attract experts from the Member States. The SNEs vacancies are normally published for the Agency’s Operational departments and correspond to typical profiles in a National Administration, such as: Flag State, Marine Environment, Port State Control, Vessel Reporting Services, Maritime Support Services and Marine Pollution Response amongst others. We acknowledge the constraints that a National Administration is currently undergoing in terms of staff, however, we still consider this programme as very valuable for the knowledge exchange and the focus on the implementation of the relevant EU legislation which is very enriching from a national perspective. This programme is very flexible, and the secondment is always on a temporary basis, subject to annual renewal and can be terminated at any time upon your request.
