MORECare promotes collaboration between academic and non-academic organizations through a consortium of 14 partners, including universities, elderly care and healthcare providers, municipalities, and tech companies. By building knowledge and promoting the distribution of talent across diverse elderly care ecosystems, MORECare reduces disparities and fosters equitable innovation in Europe, with a specific focus on the Widening countries of Estonia, Latvia, Portugal, and Cyprus, while also integrating the advanced expertise of Germany and Spain. The project ensures that researchers, innovators, and support staff gain the skills needed to drive future transformations. Through secondments, R&I talents participating in the project gain exposure to elderly care challenges in different countries, enhancing their professional experience and facilitating knowledge transfer. The project focuses on diversity, inclusion, and lifelong learning, supporting talents at various career stages to contribute to the field of elderly care. By fostering interdisciplinary collaboration and real-world applications, MORECare will strengthen research and innovation capacity in Widening countries, improve participants' career prospects, and enhance elderly care quality across Europe. In addition to training, the project will create a knowledge base and share best practices, supporting institutional improvements and addressing issues like brain drain. The proposal’s objectives are clear, highly relevant to the ERA Talents Work Programme and are well described. The proposal clearly explains how robust cross-sectoral knowledge exchange and collaboration between academic and non-academic sectors in the area of technology support for elderly care will be realised. MORECare elaborates in a credible manner how it will improve adaptability, interoperability and employability of the involved talents (researchers, innovators, and R&I support staff), as a result of the planned secondments through hands-on learning and networking. While effective training and lifelong learning opportunities for talents are provided through tailored training programmes, long-term learning opportunities have not been sufficiently considered. The project’s objectives are realistic and measurable Key Performance Indicators (KPIs) have been well defined for each objective. The MORECare methodology is centred around a Knowledge Cycle approach that provides a structured and well-explained framework for the development of new skills and knowledge. The specific coordination and support actions of MORECare are strategically designed and well described. Talent selection through all career stages is well explained, credible and inclusive. Career perspectives are appropriately considered and monitored. Several relevant challenges, and strategies to overcome them, have been well identified, for example regarding the use of AI-based robot assistant technologies. However, insufficient attention is paid to other potential challenges related to the chosen methodology, such as managing cultural differences and aligning diverse institutional priorities. The key secondment rules are respected. The proposed secondment plan involves research, administrative, management and technical staff. It is positive that post- secondment reflections have been incorporated to facilitate knowledge transfer. The academic-academic secondments are well justified. Overall, the rationale for the proposed secondments is strong and well aligned with the project's objectives. However, the proposal does not fully justify how a large number of short secondments will be effective for the talent development of the secondees. The development of Personal Career Development Plans (PCDPs) and the return phase of the secondments is thoroughly considered and integrated into the overall approach. The proposal adequately addresses transparency and explainability in the use of AI through technically robust commercially available platforms. The proposal clearly presents how it will contribute to the expected Topic outcomes and Destination impacts of the Work Programme, through credible pathways; e. g. via the MORECare Knowledge Hub. In particular, the proposal convincingly describes how it will support better use of infrastructure, and reduction of brain drain through cross-border mobility, upskilling of R&I staff, personalized career growth, and improvement of gender balance. The scale and significance of the contributions to the expected outcomes and impacts beyond the project are not fully convincingly described and are not sufficiently supported by quantified assessments or targets for the longer-term impacts. Technological challenges, regulations, and societal readiness have been clearly identified as relevant potential barriers. The proposed mitigation strategies, including engagement of stakeholders such as regulatory agencies, are appropriately described. The proposal presents a well-structured and strong dissemination and communication plan. Relevant target groups are well identified. Dissemination and communication activities have been convincingly described with associated indicators. Data management and open science practices will effectively support knowledge exchange and engagement with stakeholders, which is positive. The proposal includes relevant and credible measures that will support exploitation, for example educational programmes for health workers. IPR strategy and management are adequately addressed. Ares(2024)8980854 - 16/12/2024 The following aspects will be taken into account, to the extent that the proposed work corresponds to the description in the work programme: - Quality and effectiveness of the work plan, assessment of risks, and appropriateness of the effort assigned to work packages, and the resources overall. - Capacity and role of each participant, and extent to which the consortium as a whole brings together the necessary expertise. The work plan is well structured with Work Packages (WPs) clearly interlinked together. The Work Packages and tasks are clearly described and aligned with the project objectives. Overall, the timeline of activities and the Gantt chart are appropriate. Some details on the planning of workshops and community events are lacking. Deliverables are well defined, but they are not effectively distributed over the whole duration to ensure continuous progress monitoring. Milestones are appropriate but their proposed timings are not consistent when comparing the list of milestones and the Gantt chart. This is a minor shortcoming. The proposal presents a solid risk management plan. Risks, their likelihood and severity as well as specific and effective mitigation measures have been well considered.
