Your Excellency,
The EMSA Founding Regulation (EC) 1406/2002, as amended, states in its article 2b - “European
Cooperation on Coast Guard functions” - that “the Agency shall, in cooperation with the European Border and
Coast Guard Agency and the European Fisheries Control Agency, each within their mandate, support national
authorities carrying out coastguard functions at national and Union level, and where appropriate, at
international level, by inter alia building capacity by elaborating guidelines and recommendations, and by
establishing best practices as well as by providing training and exchange of staff”.
This broader concept of European Cooperation on Coast Guard functions embraces several activities which
currently include also the work associated with the European Coast Guard Functions Forum (ECGFF). As
done by the previous States chairing the ECGFF, the new Italian ECGFF Chair has identified a list of activities
to be carried out under its 12 month Chairmanship. One of the themes that is considered important to be
addressed in this respect is the commitment to the protection of the marine environment in the EU.
Workshop
Accordingly, the Italian ECGFF Chair and EMSA are organising a joint workshop on maritime
environmental protection and response, which will take place on 27-28 February 2019 (1 ½ days long) at
EMSA's premises in Lisbon (Praҫa Europa 4, 1249-206 Lisbon, Portugal). The workshop language will be
English. You will find attached to this invitation a provisional agenda (Annex 1).

The general objective of this workshop is to share best practices among the various relevant national and
regional stakeholders, stimulate reflection upon training priorities to be identified and key challenges in marine
pollution prevention, marine pollution response, and antipollution enforcement, from the perspective of two
overarching themes:
1. Risk assessment
2. Education and training
Within this context, the Italian ECGFF Chair and EMSA would like to invite up to three representatives from
the relevant national authorities carrying out Coast Guard functions from your Member State, dealing
with marine environmental protection, pollution response and antipollution enforcement. To assist you in the
process a copy of this Invitation letter will be circulated also to the governing boards of EMSA, EFCA and
Frontex as well as the ECGFF members.
The workshop will start with a plenary session, setting up the scene, followed by two break-out working
groups which will focus on (i) risk assessment and (ii) education and training respectively. Participants shall
indicate upon registration in which of the two working groups they would like to participate, noting however
that the final composition of the two working groups will be formed so as to ensure a balanced discussion and
contribution from all participating stakeholders. In the second day of the workshop will the plenary will
reconvene, looking into technological developments as well as the outcome reported by each working group.
It would be highly appreciated, if you could nominate experts with different professional background suitable
to address the different topics of the working groups.
On-line registration and reimbursement
The designated persons for participating in this workshop are invited to register on-line by 4 February 2019
through the following EMSA link: https://extranet.emsa.europa.eu/e-register/. They should then log-in by
indicating the following credentials: Username: emsa / Password: guests.
Once logged in, they shall be able to access the “EVENTS” button and from there they shall select the
relevant link to this workshop and register on-line.
EMSA will cover travel, daily allowance and accommodation costs as per the EMSA Rules on Reimbursement
of Expenses to Experts (Annex 2). With respect to the daily subsistence allowance, experts will receive 83€ (a
full daily allowance) per day of meeting, or 55€ (i.e. 2/3 of daily allowance) if attending a half day of meeting.
As regards accommodation, experts will receive a flat rate of 101 € per necessary overnight stay (no
supporting document required) for the invited participants.
Please note that only registered participants will be entitled to reimbursement and all supporting documents
for reimbursement must be submitted electronically via the EMSA Event Registration Tool within 30 calendar
days after the end of the workshop. After that period EMSA may refuse to reimburse the related expenditure.
