Dear Hydrographer, 1. The Circular Letter in reference requested the adoption of the revised Terms of Reference (TORs) and Rules of Procedure (ROPs) of the Capacity Building Sub-Committee (CBSC), as endorsed by the IHO Council in October 2018. 2. The Secretariat thanks the 53 Member States that replied to the above Reference CL: Algeria, Australia, Bangladesh, Belgium, Brazil, Canada, Chile, Colombia, Croatia, Cuba, Cyprus, Denmark, Estonia, Finland, France, Germany, Greece, Guatemala, Iceland, India, Indonesia, Iran (Republic Islamic of), Ireland, Italy, Japan, Republic of Korea, Latvia, Malta, Mauritius, Monaco, Morocco, Netherlands, Nigeria, Oman, Papua New Guinea, Peru, Poland, Portugal, Qatar, Romania, Russian Federation, Saudi Arabia, Singapore, Slovenia, South Africa, Spain, Sweden, Thailand, Tunisia, Turkey, Ukraine, United States of America and Uruguay. 3. The above Member States supported the adoption of these revisions and three Member States offered comments in addition to their vote. These comments and the outcome of their review by the IHO Secretariat are provided in Annex A to this Circular Letter. 4. When the referenced CL was issued, there were 89 Member States of the IHO with three States suspended. In accordance with the provisions of the Convention on the IHO as amended, the minimum number of affirmative votes required is 29. As a result, and taking into account the editorial correction reported in Annex A, the revision of the TORs and ROPs of the CBSC has been adopted. 5. The revised TORs and ROPs of the CBSC will be posted on the IHO website http://www.iho.int/cbsc → Terms of Reference and Rules of Procedure. Copy: Chair of the CBSC Hydrographic information driving marine knowledge Annex A to IHO CL 06/2019 MEMBER STATES’ RESPONSES TO IHO CL 54/2018 AND COMMENTS FROM THE IHO SECRETARIAT REVISION OF THE TORs and ROPs of the CBSC BRAZIL (Vote = YES) Brazil noted that the acronym "IHO" is missing before the word "Secretariat" in items 4, 5 and 6 of ToRs. Comment from the IHO Secretariat: The IHO Secretariat thanks Brazil for pointing out this omission. It has been added as suggested. INDONESIA (Vote = YES) Pushidrosal Indonesia, approve the revised Terms of Reference and Rules of Procedures of the CBSC, and will support the product that had been revised in all activities both for regionally and internationally. Comment from the IHO Secretariat: This support is very welcome. IRAN (ISLAMIC REPUBLIC OF) (Vote = YES) It is recommended that the omitted phrase in Rules of Procedures, item 1, should be retained and modified to the following sentence: "The Subcommittee shall comprise IHO member state representatives, preferably of National Hydrographic Authorities". In clean version of the document (Terms of Reference - item 9), the word (with) should be added to the phrase (in accordance). Comment from the IHO Secretariat: The IHO Secretariat thanks Iran (Islamic Republic of) for pointing out the editorial mistake in item 9 of the Terms of Reference and the word "with" has been added. With regards to item 1 of the Rules of Procedure, the change was intentional and it is up to the Member States to decide and appoint their representatives.
