IHO CL 45/2018 dated 19 September - Call for Approval of Edition 1.0.0 of IHO Product Specifications S-122 – Marine Protected Areas and S-123 – Radio Services. Dear Hydrographer, 1. Reference A proposed the adoption of Edition 1.0.0 of IHO Product Specifications S-122 - Marine Protected Areas and S-123 - Radio Services as proposed by the Nautical Information Provision Working Group NIPWG and endorsed by the Hydrographic Services and Standards Committee (HSSC). It was highlighted that Edition 1.0.0 of S-122 and S-123 was required to provide the industry with a sound technical basis to start an upgrade process of their respective products towards handling of such datasets. 2. The Secretariat of the IHO thanks the 51 Member States that replied to Reference A: Algeria, Argentina, Australia, Bangladesh, Belgium, Brazil, Canada, Chile, Colombia, Croatia, Cuba, Ecuador, Estonia, Finland, France, Germany, Guatemala, Iceland, Indonesia, Iran (Islamic Republic of), Ireland, Italy, Japan, Korea (Republic of), Latvia, Malaysia, Malta, Mauritius, Monaco, Morocco, Netherlands, Norway, Oman, Papua New Guinea, Peru, Poland, Portugal, Qatar, Romania, Saudi Arabia, Singapore, Slovenia, Spain, Sri Lanka, Suriname, Sweden, Thailand, Tunisia, Ukraine, United Kingdom and the United States of America. 3. All the Member States supported the adoption of Edition 1.0.0 of these Product Specifications and six Member States offered comments in addition to their votes. These comments and the outcome of their review by the Chair of the NIPWG and the IHO Secretariat are provided in Annex A to this Circular Letter. 4. When Reference A was issued, there were 89 Member States of the IHO with three States suspended. In accordance with the provisions of the Convention on the IHO as amended, the minimum number of affirmative votes required is 29. As a result, and taking into account the editorial corrections reported in Annex A, Editions 1.0.0 of S-122 and S-123 have been adopted. 5. Copy: Chair, NIPWG Hydrographic information driving marine knowledge  Annex A to IHO CL 05/2019 MEMBER STATES’ RESPONSES TO IHO CL 45/2018 AND COMMENTS FROM THE CHAIR OF THE NAUTICAL INFORMATION PROVISION WORKING GROUP (NIPWG) AND THE IHO SECRETARIAT ADOPTION OF EDITION 1.0.0 OF IHO PRODUCT SPECIFICATIONS S-122 - Marine Protected Areas and S-123 – Marine Radio Services AUSTRALIA (Vote 1 = YES, Vote 2 = YES) About S-122: We would like to know who is compiling the S-122 Portrayal Catalogue as we may like to be involved in its development. Comment from the Chair of the NIPWG/IHO Secretariat: The NIPWG Chair thanks Australia for its offer to become involved. Discussions on portrayal issues of S-1xx based products under the remit of NIPWG, generally take place at NIPWG meetings and due to their transverse nature, outcome and recommendations are reported to HSSC and other HSSC WGs such as NCWG, as appropriate, for further discussions, harmonization and before implementation. BELGIUM (Vote 1 = YES, Vote 2 = YES) About S-123: The S-123 is the responsibility of the Shipping Assistance Division. The Shipping Assistance Division has no remarks on the S-123 and can approve the adoption of Ed 1.0.0 of S-123. Comment from the Chair of the NIPWG/IHO Secretariat: The NIPWG Chair thanks Belgium for its comment. As it is already the case for existing hydrographic products and nautical publications when the components of which are not in the full remit of Hydrographic Services, it is reminded that it is up to the IHO Member States to define their own national implementation plans, when a new standard becomes into force. (See also Action C2/311). INDONESIA (Vote 1 = YES, Vote 2 = YES) About S-122: Indonesia would favour and support development of new standard and would prepare our resources to cope with it. About S-123: Development of S-100 standard and its subsequent standard of S-123 will become our learnt, and our organization would prepare to adopt the S-123. Comment from the Chair of the NIPWG: The NIPWG Chair thanks Indonesia for sharing its intentions to adopt these new standards and start their implementation. This is very welcome. IRAN (ISLAMIC REPUBLIC OF) (Vote 1 = YES, Vote 2 = YES) About S-122 and S-123: We approve it, but we should have better understanding of S-100 in the first place in order to come up with implementation resources. In doing so, we will need some training from pioneering countries in this regard. Concerning our national policies about the marine protected areas in our territorial waters, we have a national law about protecting the environment in general, which covers land and marine environment protection. This law was approved on 10.06.1974 by the Iranian 1 Action C2/31 : Council, HSSC, IRCC Chairs and Sec Gen to draft an implementation strategy/roadmap for a transition plan aiming to the regular and harmonized production and dissemination of S100 based products for further discussion at A-2 and for the preparation of the 2021-2023 IHO Work Programme. Parliament. Some marine protected areas on the northern coast of the Persian Gulf are: coral reefs, mangrove, and habitats for sea birds, dolphins and turtles. Comment from the Chair of the NIPWG/IHO Secretariat: The NIPWG Chair thanks the I.R of Iran for sharing its intentions and concerns. They are duly noted and will be addressed at the NIPWG-6 meeting. The consistent development of technical capacities by IHO Member States in the implementation of S-100 based products is a matter of concern (See also Action C2/311). UNITED KINGDOM (Vote 1 = YES, Vote 2 = YES) About S-123: 1. Although the document mentions the fact that radio stations broadcast in different modes/methods (radiotelephony, radiotelegraphy, narrow-band direct-printing etc..), recognition of this within the data structure was not found. 2. We suggest that a future edition should replace references to INMARSAT with "Satellite Service Provider" to future proof the specification as other satellite service providers gain approval status. Comment from the Chair of the NIPWG/IHO Secretariat: The NIPWG Chair thanks the United Kingdom for its comments. 1. The relevant attribute (categoryOfRadioMethods) is a sub-attribute of the associated feature RadioServiceArea (via complex attribute radiocommunications). Binding categoryOfRadioMethods in RadioServiceArea instead of RadioStation was intentional, under the consideration that a station might have different service areas for different radio methods and the extent of the service area may depend on the radio method (if it were bound to RadioStation, it would be interpreted as applying to all the service area features associated to that station). NIPWG will initiate that the next edition of the DCEG should clarify this in the encoding notes for RadioStation. If UK sees use case for allowing categoryOfRadioMethods in RadioStation as well as RadioServiceArea, this should be submitted for the next revision of S-122. 2. Suggestion for using Satellite Service Provider is agreed and duly noted for a future edition or revision of the Product Specification. UNITED STATES OF AMERICA (Vote 1 = YES, Vote 2 = YES) About S-122 and S-123: The Feature Catalogs should be built using the S-100 Feature Catalog Builder to insure a consistent catalog structure. This should be done prior to publication. Comment from the Chair of the NIPWG: The NIPWG Chair thanks the United States of America for its comment, which is agreed in principle. The Feature Catalogues have been created manually due to the fact that the Feature Catalogue Builder was not in full operational status at that time. In addition to operational issues there were aspects of feature catalogues which the Feature Catalogue Builder didn’t fully implement. NIPWG Chair and IHO Secretariat, in liaison with the HSSC Chair About S-123: In order to ensure a better consistency with the other names of S-100 based products under the remit of NIPWG and with the content itself of the different components (DCEG, etc.) of the S-123 Product Specification, after careful consideration it has been decided to rename S-123 as Marine Radio Services, rather than Radio Services, prior to publication. The Secretariat is taking the appropriate actions to update the list of S-100 based products in the different documents, accordingly.
