We are sorry for the delay of this report but the last months have been very busy for the RPAS team working on the 4 operations in Spain, Portugal, Croatia and Greece and finalising 4 procurements for new RPAS services to be provided to you. Please note all documents for the RPAS User Group will be placed in the same password protected area already sent out to you. The URL is the following: https://extranet.emsa.europa.eu/. Please let us know if you do not have the login details. We would also like to provide you with information on the results of the new procurements which have been finalised in the last month. Following procurement OP/1/2018, a Framework Contract was signed on 27 September 2018 for a duration of 4 years with CEIIA-Centro de Engenharia e Desenvolvimento (Associação). CEIIA will provide RPAS maritime surveillance services based on the Hermes 900 RPAS from ELBIT, one of the most mature RPAS in the world in terms of accumulated flight hours and operational experience. This RPAS has outstanding capabilities in terms of operational flight duration (more than 12 hours) and payload configuration, carrying most advanced cameras (optical and infrared), a multimode maritime radar, AIS and distress signal receiver, which give it long range detection, recognition, and identification capabilities. In addition, the aircraft is equipped with satellite communications which allows for the surveillance of large maritime areas beyond radio line of sight. Following the procurement procedure EMSA/OP/10/2018 Lot 1 for the provision of RPAS VTOL services for emissions monitoring, a Framework Contract was signed on 2 November 2018 for a duration of 4 years with the Consortium Nordic Unmanned AS, UMS Skeldar Sweden AB and Norut Noterhn Research Institute AS. They will provide emissions monitoring services based on the medium sized RPAS VTOL Skeldar V-200. This RPAS is a mature system with the capability to take-off and land vertically from shore and from vessels, more than 4 hours operational flight time, payload with high quality cameras (optical and infrared), AIS receiver, a range of more than 50km, and an emissions sensor for sulphur emissions monitoring. Following the procurement procedure EMSA/OP/10/2018 Lot 2 for the provision of RPAS VTOL services for maritime surveillance, a Framework Contract was signed on 19 November 2018 for a duration of 4 years with Schiebel Elektronische Gerate GmbH. Schiebel will provide maritime surveillance services based on its medium sized RPAS VTOL Camcopter S-100. This RPAS is a mature system with the capability to take-off and land vertically from shore and from vessels, more than 4 hours operational flight time, payload with high quality cameras (optical and infrared), AIS receiver, and a maximum range of up to 100km. Following the procurement EMSA/OP/12/2018 to contract lightweight quadcopters to support operations from vessels, a Framework Contract was signed on 9 November 2018 for a duration of 4 years with Nordic Unmanned AS which will provide services based on more than ten INDAGO2 quadcopters from Lockheed Martin. We are very happy to put these additional RPAS at your disposal for surveillance and emissions monitoring operations. In this sense, our teams have already started discussions to explore potential use by your administrations of these new services in the coming months. Introduction The 1st RPAS User Group Meeting was hosted at EMSA’s premises in Lisbon, on 10 October 2018. The meeting included a range of presentations and discussion on the EMSA RPAS Services. The meeting was aimed at operational staff of administrations at National or EU level with responsibilities in the maritime domain, including those users who are already users of EMSA services, as well as potential new users. In total, the workshop was attended by 44 participants. Representatives of 14 European Union (EU) Member State administrations were present: Belgium, Bulgaria, Croatia, Denmark, Estonia, France, Germany, Italy, Poland, Romania, Slovenia, Spain, Sweden, and the United Kingdom. Two European Free Trade Association (EFTA) Member States, Iceland and Norway, also participated. The European Commission was represented by the Directorate-General for Internal Market, Industry, Entrepreneurship and SMEs (DG GROW). In addition, participants from the following bodies also attended the workshop: European Aviation Safety Agency (EASA), European Border Agency (FRONTEX), and European Fisheries Control Agency (EFCA). A full list of participants is in Annex 3. The login details will be sent to you by email. Figure 1: 1st RPAS User Group meeting participants i 1st RPAS USER GROUP MEETING REPORT 2. Opening /Welcome The meeting was introduced by Leendert BAL (EMSA, Head of Department C “Operations”). He gave a brief introduction on the rational why EMSA is offering RPAS Services as a complementary tool to the existing maritime services of EMSA to authorities involved at sea in Coast Guard surveillance operations (in cooperation with FROTNEX and EFCA) and also at national and EU level to Member State authorities and EU Agencies (FRONTEX/EFCA). RPAS services cannot be seen in isolation as they complement other EO and non EO data streams satellite imagery, AIS networks, High frequency radar, etc.) in order to create a meaningful maritime surveillance picture. 3. RPAS User Group EMSA gave a short overview of the objectives of the RPAS User Group as this was the first meeting of the group with the intention to meet regularly. The aim of the user group is to establish a user dialog for aligning the EMSA RPAS services to the user needs and for directing future development of the services. The objectives of the meeting included the following: • To present the EMSA RPAS portfolio and capabilities • Explain the service model and procedures for requesting services. • Explain tools offered by EMSA (eg RPAS DC interface, Combination with Copernicus and SSN information) • To share on practical aspects/challenges based on presentations from users and experts (technical, operation, Permit to Fly…) • To discuss past operations, lessons learned, and areas for improvement • Present any future change in the service and overview of requests. EMSA explained the service model where all RPAS services must be requested by a Member State with the aim of them being integrated in the full operational chain of the requesting authorities. 4. RPAS Service Overview EMSA gave a presentation on the scope of the RPAS services which include maritime pollution detection and response, emissions monitoring, search and rescue operations, maritime surveillance operations to support authorities involved in Coast Guard functions undertaken by MSs; and detection of illegal fishing, anti-drug trafficking, & illegal immigration. Some of these being done in collaboration with FRONTEX and /or EFCA. The EMSA RPAS Services were described including the main characteristics of both the aircraft and payload. The main points addressed included their long endurance, the various operational conditions they can operate in, as well as their operational advantages. EMSA shared the RPAS available for Member State and Agency operations. There are 3 different type of RPAS currently available ranging from 25 kg to around 150 kg in MTOM. The newly contracted RPAS were also described although some contracts are just being finalised but will add two VTOL RPAS (one with Sulphur emission measurement capability), one large long endurance RPAS (with a MTOM of 1.2to), and several small RPAS which can be placed on vessels (Remark: at the time of releasing this report, all contracts for the new RPAS have been concluded). The current RPAS portfolio described per service (Maritime surveillance, maritime pollution, and emissions monitoring) were distributed to participants during the meeting. These will be updated with 1 RPAS USER GROUP MEETING REPORT the newly contracted RPAS and will be available on the EMSA website. The users have been encouraged to approach EMSA directly for more detailed technical information. Lastly, the EMSA presentation covered some information on past RPAS operations in Denmark and Portugal which took place end of 2017 and early 2018 and also described 4 operations currently starting in September and October in Portugal, Spain, Croatia, and Greece. Most of these are for general maritime surveillance operations except for the Greek operation being mainly focused on emissions monitoring. The key principles of operations were described for all participants including the following: • RPAS operations shall serve Member States, EU Agencies, and Commission • RPAS services will only be provided based on a Member State request • Services will be free of charge for MSs • Member State authorities shall be owner of operation • Operations will be adapted to user needs • Member State authorities to decide “what to do” • Each deployment expected to be min. 2-3 months. • The users have the responsibility for the operations including supporting the request for the permit to fly from the relevant aviation authority and to provide logistical support including the airfield. Lastly the operational challenges were described including air traffic management, communications, obtaining the permit to fly, coordination of interested parties at national level, costs and arrangements for on-site logistics, and planning of staff to command or follow operations. These all are areas that EMSA staff have encountered during the set-up of operations. Denmark indicated that one lessons learnt from the Danish operation is that it is essential to be wary when operating RPAS in an area with warships which can interfere with RPAS communications or even bring it down completely. 5. Presentations from Users on RPAS Operations Three users of the RPAS Services, the European Border and Coast Guard Agency (FRONTEX), the European Fisheries Control Agency (EFCA), and the Ministry of the Sea, Transport and Infrastructure of Croatia, gave presentations either on the set-up of the RPAS operation in their country or with their organisation or to indicate how RPAS may be important for their operations in the near future. 5.1 European Fisheries Control Agency (EFCA) The presentation covered how the RPAS service could support EFCA operations and how it will be expected to be set-up on the EFCA operated offshore patrol vessel (FPV Lundy Sentinel). The vessel will be deployed in EU waters and high seas to allow for the Vertical take-off and landing (VTOL) RPAS to be covering areas further away from the coastline by enhancing the surveillance of vessels and supporting operational activities at sea. EFCA indicated that they see the use of VTOL RPAS from the vessel for the following purposes: • Resolve maritime awareness gap • Improve decision making, targeting, and analyses • Enhance detection capacity and evidence gathering • Reduce number of dangerous boarding operations • Minimise unknown risks during boarding operations • Reduce manned aircraft operations in unfair conditions e.g. weather, airspace (increase flight safety) 2 1st RPAS USER GROUP MEETING REPORT • In challenging maritime conditions (wind/visibility)- even when the FPV is not able to slow down or deploy the boarding craft the VTOL RPAS can continue to collect evidence More specifically, the focus will mainly be on tasks during fisheries patrol activities such as assessing which fish species are being targeted by monitoring restricted periods and areas of prohibition, monitoring restricted gear type as well as monitoring of compliance such as the landing obligation and whether there may be any evidence of catch discards from vessels when at sea. 5.2 European Border and Coast Guard Agency (FRONTEX) The presentation centred on comparing the use of manned aircraft versus the use of RPAS in multipurpose aerial surveillance operations. FRONTEX indicated that all tools were helpful to provide additional data for multipurpose operations. They gave feedback on the EMSA RPAS service for multipurpose aerial surveillance operations being provided to FRONTEX off of the coast of the Algarve in Portugal. FRONTEX described some of the initial findings although there have only been a few weeks of flight experience. Their initial impressions were that the operational flight time of medium sized RPAS seems not to be enough to be able to do pre-frontier monitoring. FRONTEX covered issues such as the sensors, the data products provided by the aircraft, the communication links, and additional services provided by EMSA such as the RPAS Data Centre. They also introduced the concept of the MAS European Monitoring Team and how it works during operations. The MAS is positive on the use of the RPAS Data centre which integrates relevant data and would be interested in integration of additional data. Discussions following the presentation were focussed on the operational flight time of the RPAS and it was mentioned that the users of the services also need to ensure they can follow long flights which can sometimes mean changes in shifts. Based on the use cases for the maritime surveillance operations, different RPAS should be used including VTOL off of ships when there is a need. 5.3 Ministry of the Sea, Transport and Infrastructure, Croatia Croatia gave initial feedback on the ongoing RPAS service being provided by EMSA in Brač Island in Croatia. They indicated some of the formalities were assisted by the fact that the contractor was a military entity (Portuguese Air Force). The flight area was divided in 10 sectors which are opened when needed (dynamic segregation). All NOTAMs are published weekly and they have dedicated a liaison officer on site. One of the difficulties is running of the operation from a commercial airport meaning that there are some conflicts with other commercial flights in terms of flight slots. 5.4 Sulphur Emissions Monitoring EMSA gave a short presentation on how the RPAS operations can be used for emissions monitoring and how these measurements can be used for targeting of ship inspections at the next port of call. These are currently being done manually but measurements will soon be integrated into the Thetis system and alerts are then generated on a particular ship such that it is inspected at the next port of call. It was mentioned that if there is a fixed installation measuring sulphur emissions, then this is strong deterrent for ships to not use high sulphur content fuel. Some discussion centred on the follow- up and possible prosecution of ships based on these measurements. It was indicated that the RPAS measurements would only be used as an indication to target a vessel for inspection but that then it is up to the ship inspector to ask for the relevant documentation (i.e. bunker delivery notes, etc.) as well as a fuel sample for possible use for prosecution purposes. 3 RPAS USER GROUP MEETING REPORT 6. RPAS Data Centre This presentation covered a description of the EMSA RPAS data centre including how it is used for RPAS operations and what functionalities it offers. It offers as a centralized deployment and mission planning tool and it is also to monitor live missions/flights. Some of the functionalities highlighted included the live video, live chat with the operators as well as being able to export the data following the flight or being able to replay the mission. The future of the RPAS Data Centre is to continue to integrate other layers of data such that the user is able to have the most complete maritime picture viewing satellite images, SafeSeaNet/LRIT data, oil spills, VMS data, etc. Lastly, the security aspects (regarding data and Network) of the data centre were also mentioned. 7. How to request EMSA’s RPAS service? The User Guide was presented to all attendees and everyone received a copy as well as having had it sent out by email prior to the meeting. This document describes the procedure on how to request the EMSA RPAS services using flow charts and what forms should be used at which stage. The document also covers an introduction to the current RPAS portfolio and the different phases of the request, mobilisation, and setting up of the service as well as the operations and demobilisation. This includes the roles and responsibilities of the user, EMSA, and contractor as well as the different roles under each category. Following the meeting, a final version will be issued as well as it being available on the EMSA website under the password protected area. 4 1st RPAS USER GROUP MEETING REPORT 8. Permit to fly 8.1 Previous experiences from EMSA RPAS operations EMSA gave a short presentation on some of its experiences it has had during the set-up of RPAS operations and how the process has been managed so far. This included those areas to be taken into account for each operation as well as issues related to how EMSA has facilitated the process so far. Several permits to fly have been achieved so far for Denmark, Spain, Portugal, Croatia and Greece. EMSA is currently trying to streamline the process to obtain permits to fly by trying to harmonise the documentation from the contractors as well as to include all relevant mandatory items the Civil Aviation Authorities have been asking so far. In addition to the permit to fly, the issue of segregated airspace was also mentioned as a challenge in the RPAS operations and that this needs to be managed on a case by case basis in each country. At present, all EMSA RPAS services were operated either in fixed segregated air space or by applying dynamically allocated segregation. EMSA’s key priority is to ensure safe RPAS operations. 8.2 EASA activities The current draft RPAS regulations on “open” and “specific” categories were explained, and they will be adopted in principle by the end of 2018. Draft versions of the regulation, implementing act and delegated act on technical requirements are currently available and being discussed with Member States. The current developments at EASA are to standardise the approach on risk management for RPAS operations such that operations are given the green light based on operational risk management and not the country where the RPAS operates in. The Operational risk assessment procedure or SORA (Specific Operations Risk Assessment) process was then detailed including how the international discussions are being done within the JARUS working group. SORA could be used today to support current applications for Permit to Fly, in particular for RPAS and operations that have the same profile across different FIR. Lastly, EASA indicated how they can support the process and provide technical expertise on RPAS airworthiness. Operations, and licensing. EASA can act as competent authority responsible for the certification, oversight and enforcement of the RPAS operators. EASA certificates, including authorisations for RPAS operators, would then be valid and recognised in all MS without further requirements or evaluation meaning that a permit to fly would not be needed for each country the RPAS operates in. 9. Planned RPAS operations EMSA explained the future RPAS operations : discussions are more advanced with EFCA, FRONTEX, Denmark, France, Italy, Iceland and Lithuania but additional requests have also been received from a number of other countries and discussions have begun to set-up further operations ( in Portugal (Açores), Netherlands,Belgium, Greece, Bulgaria, Estonia, Finland, Germany, Ireland, Latvia, Poland, Romania, and UK). Light RPAS (multicopter) will also shortly be available on the EMSA’s response vessels to support response operations as well having a package (RPAS and pilot) available for Member States to request and use these Light RPAS on their own vessels. The following conditions for launching an operation were mentioned: 5 RPAS USER GROUP MEETING REPORT • User/requesting formal commitment • Availability of take-off/landing area • Availability of logistical conditions on site (budget on requester side) • Availability of staff from the authority to take the command of the operation and assign human resources • Operational Time window: winter/summer/weather • Availability of RPAS • Budget availability at EMSA • Permit to Fly There are several new RPAS services which will shortly be made available to Member States and EU Agencies for RPAS operations. They include one large MALE RPAS, several vertical take-off and landing (VTOL) RPAS, and several light RPAS for the pollution response vessels. These contracts should be finalized by end of November and will be confirmed shortly. 10. AOB and meeting closure A future meeting will be organised in 2019. All Member State were reminded to ensure that their countries nominate persons for the RPAS User Group as currently many countries will receive the invitations through the EMSA Administrative Board member.
