IHO File No S3/0302/ABLOS CIRCULAR LETTER 58/2018 16 November 2018 IHO-IAG ADVISORY BOARD ON TECHNICAL ASPECTS OF THE LAW OF THE SEA (ABLOS) - IHO REPRESENTATIVES Dear Hydrographer, 1. According to its Rules of Procedure, the IHO-IAG Advisory Board on Technical Aspects of the Law of the Sea (ABLOS) is composed of eight individual experts who provide advice, guidance and, where applicable, offer expert interpretation of the technical aspects of the Law of the Sea. Four experts are appointed by IHO and the other four experts by the International Association of Geodesy (IAG). The term of membership is for a period of four years and may be renewed for a further four year term. The current membership of ABLOS is listed in Annex A. 2. The IHO Secretariat has been advised that Mr John Brown, former Head of Law of the Sea at the United Kingdom Hydrographic Office and currently Law of the Sea Consultant at Cooley (UK) LLP and member of ABLOS since 2012, has completed a second term and therefore his seat on the Board is now vacant. Mr Brown has informed the Chair of the ABLOS that he is available to continue to serve on the ABLOS if appointed. 3. Mr Shin Tani, former Chief Hydrographer of Japan, has confirmed his retirement from ABLOS to the Chair. His position as a member of ABLOS is therefore also vacant. 4. Member States are requested to consider nominating suitable experts to fill the two vacancies by completing the nomination form in Annex B and returning it to the IHO Secretariat by 1 February 2019. Member States should take into consideration the Rules of Procedure for ABLOS, in particular the following two articles: 2.5. Whilst members of ABLOS are appointed by their parent Organizations (IHO/IAG), to whom they are accountable, members are expected to serve as individual experts in their own right. 2.9. Members and Observers of ABLOS are expected to be supported by their own host organizations or governments for travel expenses and work. 5. The Secretariat will examine the nominations and select the new ABLOS members, in liaison with the ABLOS Chair, Dr Niels Anderson, Denmark. Should there be more than two suitable nominations, the names of the candidates will be put forward for a vote by Member States.
