Dear Hydrographer,
1. Reference A proposed the adoption of Edition 6.1.0 of IHO Publication S-58 – ENC Validation
Checks – and the proposed entry into force of the new edition twelve months after its adoption by IHO
Member States, as recommended by the IHO ENC Maintenance Working Group (ENCWG); and
endorsed by the IHO Hydrographic Services and Standards Committee (HSSC).
2. The Secretariat of the IHO thanks the 54 Member States that replied to Reference A: Argentina,
Australia, Bangladesh, Belgium, Brazil, Canada, Chile, Colombia, Croatia, Cuba, Cyprus, Denmark,
Egypt, Finland, France, Germany, Greece, Guatemala, Iceland, India, Indonesia, IR of Iran, Ireland,
Italy, Japan, Latvia, Malaysia, Malta, Mauritius, Monaco, Morocco, Mozambique, Netherlands,
Nigeria, Oman, Papua New Guinea, Peru, Poland, Portugal, Qatar, Republic of Korea, Russian
Federation, Saudi Arabia, Singapore, Slovenia, South Africa, Spain, Sweden, Thailand, Tunisia,
Turkey, Ukraine, United Kingdom and United States of America.
3. All 54 Member States supported the adoption of Edition 6.1.0 of S-58. Three Member States
offered editorial comments in addition to their vote. These comments and the outcome of their review
by the Chair of the ENCWG are provided in Annex A to this Circular Letter.
4. When the Reference was issued there were 89 Member States of the IHO with three States
suspended. In accordance with the provisions of the Convention on the IHO as amended, the minimum
number of affirmative votes required was 28. As a result, and taking into account the editorial
corrections reported in Annex A, the proposed Edition 6.1.0 of S-58 has been adopted. Edition 6.1.0 of
S-58 will enter into force on 01 September 2019, at which time Edition 5.0.0 will be retired.
5. Edition 6.1.0 (English version only) is available on the IHO website at: www.iho.int → Standards

Comment from the Chair of the ENCWG:
The ENCWG Chair thanks Denmark for its observation. The final published S-58 Edition 6.1.0 will
include this amendment as investigation has determined that, as PYLONS of geometric primitive point
is part of ECDIS Base display, there is no requirement for these to be covered by LNDARE.
INDIA
3.1 Checks related to S57 Data Structure:
1 – Overlap is obvious with RECTRC and NAVLNE, hence excluded from Error List and shown as
warning.
53b – SLOTOP may not be always within LNDARE for example 'embankment' lies within intertidal
area. Hence suggested to exclude from the Error list and shown as warning.
3.4 Checks related to UoC:
1795a & 1795b – Temporal attributes like DATSTA/PERSTA and DATEND / PEREND are not
required to be assigned to the Master object viz, LNDMRK where the periodic light is a slave. Hence
this may be treated as warning rather a Critical Error.
1800 – Allow value 'NULL' for the object BRIDGE where the attribute VERCLR is not known.
Comments from the Chair of the ENCWG:
The ENCWG Chair thanks India for its comments. Addressing each Check individually:
Check 1: The topology defined for ENC is chain-node topology (S-57 Appendix B.1 – ENC Product
Specification, clause 2.3). For chain-node topology, vector objects (such as RECTRC and NAVLNE)
should share geometry, and the duplication of coincident linear geometry is prohibited (S-57 Part 2 –
Theoretical Data Model, clause 2.2.1.2). For this reason the classification of Check 1 will be retained
as Error,
Check 53b: SLOTOP is included in the ECDIS IMO Display Categories “Standard” or “Other” (S-52
Presentation Library, Part1, Annex D), meaning that SLOTOP will not be displayed for certain ECDIS
display settings. For an “embankment” that is within the intertidal area, consideration should be given
to encoding such a feature using the S-57 Object Class SLCONS, attribute CATSLC = 1 (breakwater),
2 (groyne), 7 (training wall), 8 (rip rap) or 10 (sea wall); as SLCONS is part of ECDIS Base display.
Checks 1795a and 1795b: These checks only apply where the temporal attributes DATEND, DATSTA,
PEREND or PERSTA are notNull for all the objects contained in the Master to Slave relationship.
Therefore if the temporal attributes are not populated for the Master object, checks 1795a and 1795b
do not apply.
Check 1800: This Check is intended to report a warning for an opening bridge where the non-
mandatory attribute VERCLR has been populated with a meaningful value, noting that for opening
bridges such clearances should be populated using the mandatory attributes VERCCL and VERCOP
(S-57 Appendix B.1 – ENC Product Specification, table 3.2). The fact that the Check has the condition
that VERCLR is notNull means that a Null value is allowable (see S-58 clause 1.4.3).
ITALY
IIM approves the adoption of Edition 6.1.0 of S-58, but proposes to modify the tests n. 531 and 1015
as follows:

The ENCWG Chair thanks Italy for its comment. The final published S-58 Edition 6.1.0 will include
these amendment for Check 1015 as proposed. For Check 531, a reference to the S-57 Maintenance
Document (MD8), Clarification 1.Cl.37 and Correction 1.Co.32, will be inserted to replace the
Appendix B.1, Annex A reference
