The approval of Member States on the revision and/or deletion of IHO Resolutions, proposed by the Nautical Information Provision Working Group (NIPWG) and endorsed by the Hydrographic Services and Standards Committee (HSSC), was requested by Reference B. 2. The Secretariat would like to thank the following 51 Member States that replied to Reference B: Argentina, Australia, Bahrain, Bangladesh, Belgium, Brazil, Canada, Chile, Colombia, Croatia, Cyprus, Egypt, Estonia, Finland, France, Germany, Greece, Guatemala, Iceland, India, Indonesia, Iran (Islamic Republic of), Ireland, Italy, Japan, Korea (Republic of), Latvia, Malaysia, Malta, Mauritius, Monaco, Netherlands, Norway, Oman, Peru, Poland, Portugal, Qatar, Romania, Saudi Arabia, Singapore, Slovenia, South Africa, Spain, Sweden, Thailand, Tunisia, Turkey, Ukraine, United Kingdom and United States of America. 3. All 51 Member States approved the proposed amendments to IHO Resolutions 9/1932 and 4/1982 and proposed deletion of IHO Resolutions 4/1937 and 9/1962. Fifty Member States approved the IHO Resolution 7/2009 and two Member States offered comments in addition to their vote for this Resolution. These comments and the outcome of their review by the Secretariat are provided in Annex A to this Circular Letter. 4. When Reference B was issued, there were 89 Member States of the IHO with three States suspended. In accordance with the provisions of the Convention on the IHO as amended, the minimum number of affirmative votes required was 29. As a result, the amendments to the IHO Resolutions 9/1932 and 4/1982 and the withdrawal of the IHO Resolutions 4/1937 and 9/1962 have been adopted, while the revision of IHO Resolution 7/2009 needs further investigation, in particular to ensure harmonization on this matter (time reference) with the forthcoming Ed.4.0.0 of S-100. 5. The final text of the adopted amendments to the IHO Resolutions 4/1937 and 9/1962 will be incorporated into a new Edition of the IHO Publication M-3 Resolutions of the IHO to be completed by the Secretariat in due course. Bathymetry –the foundation for sustainable seas, oceans and waterways  Annex A to IHO CL 46/2018 IHO File N° S3/4405 MEMBER STATES’ COMMENTS IN RESPONSE TO IHO CL 39/2018 Australia (VOTE 1 = Yes and VOTE 2 = Yes) Suggest 7/2009 includes a reference exempting Tide Tables from "General Publications" as they are covered by a separate Resolution & time Reference (2.4.7.G1.2) Comments from the IHO Secretariat (agreed by the NIPWG Chair): It is correct. The sentence should be changed in the IHO Resolution 7/2009 to read: " Time in nautical publications, Tide Tables excluded (See M-3, section 2.4.7, IHO Resolution 27/1919 as amended), should be expressed..." Japan (VOTE 1 = No and VOTE 2 = Yes) JHOD understood and supports the significance of Resolution 7/2009, however we are concerned about the examples in which the time notations include colons. Usage of colons for time notation has not been discussed in the meetings and is not a discussion point of the amendment. Therefore, we request that the colons should be removed from the examples of the time notation （e.g. 1321（UTC））as a current resolution. If so, we approve the amendment. 【time notation】 - Proposed draft of amendment ： 13:21 (UTC) - Request from JHOD ： 1321（UTC) Comments from the IHO Secretariat (agreed by the NIPWG Chair): According to ISO 8601:2004, colons are optional. In addition, it is noted by the IHO Secretariat that the proposed amendments may not be strictly aligned with the proposed changes in Edition 4.0.0 of S-100 for time references (use of Z instead of UTC, no colon in examples). In summary, noting the valid comments made by Australia and Japan, it is recognized that further work is needed by NIPWG on the amendments to the IHO Resolution 7/2009.
