1. Presentation of methodology/instrument of empowerment
VrijBaan Empowerment Method
Own Power
Empowerment is the basis for an approach, that is focussed on re-enforcing self-management. This may
be done from inside out, for instance by training.
But also the environment, plays a crucial role in re-enforcing self-management of vulnerable people in
their processes. The biggest challenge of service providing organisations is to improve their empowering
quality; to give space for self-management, and to enable their clients to choose their own way.
The VrijBaan Method
The VrijBaan Empowerment Method is a structured approach to better enable someone to take the lead
and become active in finding a sustainable job. The method takes into account the impact a work
disability plays in someone’s life.
The basis of the Method are the six dimensions of Empowerment. The extent to which someone is in
control of their own process , commonly referred to as ‘empowerment’, is determined by:
Competence: Confidence in own capabilities
Self- determination: The ability to make independent choices
Impact: The feeling that choices do actually influence the own process
Meaning: The experience that work and choices make sense
Positive Identity: A positive feeling towards oneself
Group Orientation: The awareness of mutual dependency
The method includes the following elements:
The VrijBaan Questionnaire. This self-reporting list tests a person's personal level of empowerment. It
particularly focuses on the extent to which someone is able to assume control.
The VrijBaan Empowerment Training. During this program participants develop competences that are
necessary to take control in their lives and in their rehabilitation.
Training for professionals
REA College Netherlands offers a training for professionals in Vocational Rehabilitation who want to use
the complete method, or only the questionnaire. The VrijBaan method training is a 2 day training in a
standard form. At the end of the training the trainers are licenced to give the VrijBaan Empowerment
Training. The training is designed for trainers, so professionals who have experience in giving group
training on behavioural modification, or who coach individual on behavioural change.
The Training takes 2 days, for a maximum of 12 participants. The Training will be conducted by Ingrid
Scheurink (CV, requirement 2 of Tender is attached in Annex 1).

3. Training programme including topics, volume and possible dates (taking into
account that the trainings will be organised in Estonia);
The content of the training is:
1. General introduction
2. The VrijBaan Questionnaire
3. Empowering Attitudes and skills
4. How to describing an exercise in the VrijBaan format
5. Designing an empowerment training program
6. Practicing empowerment modules
Detailed information on training:

2 groups each a two-day training
• timeframe: 2016
Possible dates are:
14 and 15 March 2016
16 and 17 March 2016
Alternative date 26 and 27 May 2016
Dates will be finalized in consultation with Keiu Talve.

speak English.

2003- present Senior Trainer, REA College Nijmegen
Founder, practitioner and trainer VrijBaan Empowerment Method, training was developed in period
2002-2005. Training has been operational since 2005. I have trained the VrijBaan method since 2005.
Training experience includes:
- 8 training groups in last 3 years, participants are clients of REA Nijmegen or Ambachtsplein
Nijmegen
o About 40-45 participants
o Participants all have a work disability or a social disability (debts, addiction problems
etc.)
- Operational leader of the VrijBaan Unit in the Netherlands.
o Organise and train the Training for Professionals for the VrijBaan Method, a two day
training (every year since 2006 2-3 trainings)
o Organise and partly train 5 expertmeetings per year for the VrijBaan licenceholders (in
the Netherlands about 150 professionals are VrijBaan trainer and licenceholder, they
take part in a training once per year)
o Several workshops and presentations about the VrijBaan Method in the Netherlands
and in Europe (Finland, Sweden, Belgium, Czech Republic, Germany, Spain and Estonia).
o Train the Trainer at IRRS, Slovenia (English)in 2009 and Josefsheim Bigge, Germany
(German) in period 2010-2014 (6 groups , 4 on REQUEST and 2 on VrijBaan)
o Organise and execute the Winterschools that were part of the Opportunities 4eU Equal
project in 2004 and 2005 (language English)
o Partly responsible for review methodology in 2011 and 2016
