TENDER: METHODOLOGY FOR EVALUATING THE IMPACT AND EFFECTIVENESS OF SERVICES
The Centre for Quality of Social Services in Astangu Vocational Rehabilitation Centre is looking for
a methodology and a training provider for evaluating the impact and effectiveness of social
services to boost the competence of social service providers in the person-centred approach and
individual planning.
Background
The social services quality survey carried out in 2012 and 2013 highlighted the need to strengthen
the approach to the development and improvement of quality of life in client work and to focus more
on evaluating the impact and effectiveness of services. The social field is oriented towards problems,
i.e. focussing on problems and situations that require prompt intervention. Less attention is given to
long-term goals and improving or maintaining the quality of life of service users. Evaluating
effectiveness requires the more precise wording of the goals and expected outcomes of the services,
as well as developing competence in evaluating effectiveness.
An important issue to many parties concerned is developing the client's competence in evaluation
and binding different services (e.g. local government, rehabilitation and special welfare services)
together into a unified process of evaluation and intervention for the client. In developing the client's
competence in evaluation, the need for training and the distribution of an effective methodology of
evaluation and intervention was emphasised.
Objective
To increase social service providers' competence in the person-centred approach and individual
planning through the adoption of a methodology for evaluating the impact and effectiveness of social
services.
Actions required to achieve objective:
- identifying an appropriate methodology and adapting it to Estonia; piloting and describing
the methodology;
- training social service providers on the use of the methodology in their services, incl. the
person-centred approach, individual planning, improving quality of life, setting goals and
evaluating effectiveness;
- supporting service providers in using the methodology; and
- observing and supporting the development of service providers with regard to the person-
centred approach in providing services.
Target group for using the methodology
Various social service providers (state services, local government services, different target groups) in
their work with service users.
Detailed requirements for the methodology and provided training(s)
• The methodology is oriented towards evaluating the impact and effectiveness of services
through individual planning.
• It should be possible to use the methodology to assess whether a person's quality of life has
improved/remained the same.
• The methodology has been tested and successfully used in various service-providing
establishments.
• Number of trainees: 18 service providers/35-40 people. Training may be carried out in
groups
• Adaptation of the methodology should be done in the context of the training and supporting
of the pilot group (6 service providers).
• Timeframe: 2015/2016 (incl. adaptation of methodology, description, training of service
providers and support)
• Working language of training: Estonian or English
• Language of methodological and training materials: Estonian or English
• Location of training: Estonia
Topics of training(s):
• Person-centred approach, individual planning, improvement of quality of life, setting goals,
evaluation of effectiveness
• Description of methodology
• How to use the methodology with recipients of service
• How the current methodology helps to evaluate the impact and effectiveness of services on
an individual as well as a collective level.
Requirements of training provider/ trainer(s):
• at least three years’ experience as a training provider;
• at least three years’ experience in using the given methodology; and
• Estonian or English skills (for training providers outside of Estonia).
What we expect of the training provider(s):
• creating a programme for training, incl. length of training (in academic hours) and a list of
study materials (if any);
• creating study materials and distributing them to participants;
• making the methodology available to the participants without a fee or time limit;
• carrying out high-quality training according to the programme;
• giving feedback to participants in the course of training;
• giving permission for the translation of the study materials into Estonian (if the materials are
in English) and further use without a fee; and
• contributing to adapting and describing the methodology and supporting service providers.
Documents required for making an offer:
1. brief (max. 2 A4 pages) description of the methodology of impact and effectiveness;
2. description of the training provider's work experience (CV) in connection to the
aforementioned requirements, incl. an overview of previous training groups (in the past
three years);
3. schedule of the training programme with topics, number of hours and possible session times
(assuming that the training takes place in Estonia);
4. budget/total cost (VAT not included) (the price including all costs, incl. travel expenses). Later
changes to the budget will not be taken into account.
5. All offers received will be handled as official offers and must remain in effect for at least 60
calendar days.
We will base our evaluations of the offers on content and price.
We await offers until 12:00 (Estonian time) on 30 November 2015 at

We will provide feedback on the offers by 7 December 2015 at the latest.
This activity is being implemented as part of the Ministry of Social Affairs' ESF TAT programme
"Welfare services supporting participation in the job market 2015-2020", paragraph 2.3.3
"Development of Estonian welfare services through quality training, consultation and the
introduction and implementation of quality management systems".
