Let us provide you with some brief information about the Foundation, as well as a list of some areas of cooperation that we could discuss during our meeting. The Ukrainian Cultural Foundation (UCF or the Foundation) is a special state institution established in 2017 to promote the development of national culture and art in the country, provide enabling conditions for the development of intellectual and cultural potential of individuals and society, provide access to the national cultural heritage for citizens, support cultural diversity and integrate Ukrainian culture into the global cultural space. The main purpose of the Ukrainian Cultural Foundation is to support cultural and artistic projects, namely, to provide grants to legal entities regardless of ownership and grants and scholarships to individuals through a competitive selection process. During 2018-2023, the Foundation received more than 13 thousand applications (13751) for cultural and artistic projects, of which 2.5 thousand (2504) were supported. During 2019-2022, the UCF had experience in successfully implementing projects with the support of USAID, EVZ Foundation, SMEDO, MEET UP, Polish Institute, Creative Europe, Embassy of the Kingdom of the Netherlands in Ukraine, Embassy of the Grand Duchy of Luxembourg, British Council, CSR Ukraine, Softserve inc. The UCF is interested in cultural cooperation and we propose to consider our cooperation in the following areas: 1. Support for projects that were submitted to the Restoration of Cultural and Artistic Activities programme in the form of scholarships in Ukraine. The objective of the programme is to provide financial support for the restoration of cultural and artistic activities of artists and cultural institutions in Ukraine, to promote the creation of new cultural and artistic projects as unique "tools" that will help Ukrainian society not only to utilize its cultural potential during the war, but also to become the basis for the post-war reconstruction of the state. Objectives: ● to facilitate the restoration of cultural and artistic activities by supporting cultural and artistic projects that will lead to the creation of a cultural and artistic product. ● to support projects of artists, including people with disabilities, who have suffered as a result of the hostilities of the Russian Federation, to restore their artistic activities and provide opportunities for the implementation of cultural and artistic projects. Currently, the Foundation has received 139 applications, of which 82 projects have been technically selected and evaluated by experts. We would like to ask you to support Ukrainian artists, in particular, by providing financial support to projects that have been selected and need financial resources to resume their artistic activities. Please find the list of projects recommended for support in Annex 1 to our letter (Annex 1). 2. The Sustainable Development Goals Through Culture Program Partnership in creation of the programme of international cooperation for 2024 on a co-financing basis The Sustainable Development Goals through Culture Programme (working title). The creative industries can be the key to tackling the problems that humanity is facing today. The most pressing of these are environmental changes: climate change, floods, heat, polluted rivers, poverty, unemployment. Creative industries are a symbiosis of business, culture and art. Culture is the engine of human development and sustainable development. Programme objective: ● raising public awareness of the Sustainable Development Goals. ● shaping a common European future through intensification of international cooperation by supporting joint projects in the fields of culture and art; ● support for cultural operators and operators with an active civic position for democratic values; ● build new and strength sustainable partnerships between organizations from Ukraine and European countries; ● raising awareness of the Sustainable Development Goals in society. 3. Partnership in creation of the programme of international cooperation for 2024 on a co-financing basis The Residency Programme (working title). The programme will be aimed to support professionals in the field of contemporary art and culture and enable Ukrainian artists to reach a new level of development, facilitate the exchange of experience between Ukrainian and foreign artists, curators and art managers, and promote Ukrainian art in the world. Objectives: ● to strengthen cultural ties and cooperation between Ukraine and the world at the institutional level through artistic residencies; ● to increase the visibility of artistic residencies on the international map; ● to facilitate the exchange of experience through the participation of Ukrainian and foreign artists, curators and art managers in residencies; ● create new opportunities for cooperation between Ukrainian and foreign cultural figures; ● to raise the professional standards of residency programmes in Ukraine to increase their competitiveness in the international artistic environment. 4. Educational seminars/trainings for Ukrainian specialists on the following topics: - preservation/restoration of cultural heritage (archival, museum, library); - restoration/construction of cultural centers/hubs adapted for access by all segments of the population (architectural planning); - cultural management and management of cultural institutions; - development of networks and partnerships; - gender equality in the cultural sector; - digitization of cultural heritage; - analysis of cultural heritage. 5. LOT for support of regional media According to the UCF's law, one of its tasks is to support audiovisual media communities. We propose to become a partner in creating a separate LOT within the framework of the existing programme Culture. Regions." The objective of the LOT is to support regional media projects to create information and educational resources, special projects about culture. Objectives of the “Culture. Regions" programme: ● Capacity development of communities to generate competitive cultural products aimed at local growth. ● Support of new local cultural products that promote the region's cultural heritage and stimulate its touristic potential, in particular aimed at preserving, developing and presenting folk crafts and trades. ● Promotion of regional culture, cultural diversity and values of national minorities and ethnic groups, and their harmony. ● Preservation, development and representation of the cultural diversity of regional cultures, including the cultural heritage of the indigenous peoples of Crimea and the unique ethnic cultures of the Pryazovia and Black Sea regions, which are fragile. ● Promotion of cross-sectoral partnerships and support for competitive projects that are potentially attractive for non-state investment and capable of sustainable development. 6. Co-financing of the Cultural Heritage programme (https://ucf.in.ua/m_programs/63c3dfd7552896132a37c376) The aim of the programme is to support projects aimed at researching, preserving, restoring, protecting and promoting Ukrainian cultural heritage, which will further strengthen the modern Ukrainian identity and create common values in Ukrainian society. Objectives of the “Cultural Heritage” programme: ● Support for projects aimed to create new exhibitions and update existing ones, digitalising printed materials, museum objects, archival documents, audiovisual materials, architectural and archaeological monuments. ● Restoration, digitisation of tangible and intangible cultural heritage, including those damaged during the Russian aggression or currently under threat, creation of tools and platforms for their presentation and promotion in Ukraine and abroad. ● Support of projects aimed to study and preserve intangible cultural heritage through new forms and methods. ● Support of projects aimed to study and preserve intangible cultural heritage through new forms and methods. ● Creation of interactive libraries and museums, implementation of archival, library and museum services available online, creation of a wide range of live and online activities, including for people with limited mobility (inclusive), and integration of immersive technologies; ● Conducting trainings with the participation of international experts. The UCF provides full support for the mentioned programmes, which includes not only co-financing of projects, but also programme development, support of competitive project selection, expert evaluation, monitoring of the implementation of selected projects, reporting and information support of the programmes.
