Dear Sirs,
We have examined your letter (ref. 1), in which the Administration of the Republic of
Estonia disagrees to coordinate the frequency assignments to the stations in the land mobile
service of the Russian Federation in the frequency band 4800-4990 MHz with the technical
characteristics published in Special Section RR 9.21/C/987 of the circular (ref. 2) and we
would like to inform you as follows.
According to your letter (ref. 1) you will be able to coordinate the above frequency
assignments, if the criterion -155 dB (W/(m2 ·1 MHz)) is ensured to protect the stations of
the Republic of Estonia, whose identification numbers are specified in the letter (ref. 1).
Although the letter does not contain any requirements for test-points, at which the above
criterion should be met, we can nevertheless assume that the provisions of RR5.441B are
referred to in this case, according to which, before an administration brings into use an IMT
station in the mobile service, it shall ensure that the power flux-density produced by that
station does not exceed−155 dB(W/(m2 · 1 MHz)) at altitudes up to 19 km above sea level
and at a distance of 20 km from the coast, as determined by the low-water mark that is
officially recognized by a coastal State.
In this regard, we would like to note that in accordance with resolves 5 of Resolution 223
(Rev. WRC-19) the power flux-density limits set forth in Item 5.441B of the Radio
Regulations (to be revised at the WRC-23) shall not be applied to the Russian Federation.

In view of the above, we would appreciate it, if you provide your comments regarding the
criterion mentioned in your letter (ref. 1).
