In principle, only invited economic operators may submit an application . The Commission invites the Members of the eHealth network to identify e ntities (e.g. national authorities, or consortia, in charge of t he provision of an approved national contact tracing app or for ensuring cross-border interoperability of an approved national contact tracing app ) who could constitute suitable recipients for an invitation to submit a grant application as laid out above. This invitation to the eHealth Network is in no way binding on the European Commission . The European Commission 's contractual obligation commences only upon signature of the contract with the successful applicant .
