Abstract:
In the era of rapid technological progress, the Horizon Europe-supported project at Tallinn University of Technology (TalTech) aims to integrate
Artificial Intelligence (AI) into Information and Communication Technology (ICT) education, establishing the AIED Research Group. Despite
Estonia's educational prominence, there exists an unexplored need –to enhance teachers' knowledge in incorporating AI into schools. The project's
key objectives include talent attraction, structural changes in ICT education, and establishing the AIED Research and Learning Knowledge Hub at
TalTech. The AIED Research Group, with 11 researchers, focuses on AI literacy, application of AI-based tools, and addressing ethical challenges in
AI-enhanced ICT education. Collaborating with TalTech's School of IT, the IT Didactics Centre, and other research groups, the initiative aims to
position TalTech as a testbed for AI integration.
By creating the AIED Knowledge Hub and engaging in international collaboration, the project seeks to contribute valuable insights and best practices
to European educational ecosystems. AITECH's activities extend to partnerships within the ICT education ecosystem, aligning with institutional and
national strategies. The dissemination strategy, leveraging Estonia's status as a "digital state", aims to raise awareness of AI-enhanced ICT education.
With the focus on attracting exceptional scientists, fostering interdisciplinary teams, and contributing to Horizon Europe and other EU research
programs, AITECH strives for long-term sustainability and international recognition.

The following aspects will be taken into account, to the extent that the proposed work corresponds to the description in the work programme:
- Clarity and pertinence of the project’s objectives.
- Quality of the proposed coordination and/or support measures including soundness of methodology.
The ambition of the proposed work is to establish a sustainable new research group on AI in teaching and learning within Tallinn University of Technology to
attract talent to the host institution. This is coupled with appropriate ambition to foster competitiveness in applications for research funding and in promoting
institutional reform. As such, the proposed work is pertinent to the scope of the Work programme.
However there is not enough detail on the academic research experience of the proposed Chair.
The measurability, and target metrics, for some of the objectives is explained sufficiently well, however, for many objectives the way in which achievement of the
objective will be quantifiably measured is not adequately established.
The concrete method and actions proposed by the coordinator to enable the placement of the ERA chair to drive improvements in research excellence and increase
success in research funding are not adequately explained.
The approach that will be used to build and then sustain the ERA chair research team are convincingly articulated. A particular strength is the commitment to create
a tenured position for the chair enabling them to make appropriate resource allocation decisions, supervise team members and freely apply for research funding to
foster sustainability.
The approach that will be used to foster institutional and R&I system changes is clearly articulated and of good quality.
Whilst the research team that will be assembled is of high quality, there is insufficient detail on the research approach and its foundations to fully establish the
quality of the research work that will be undertaken.
The research work proposed includes a significant element of artificial intelligence (“AI”) that will be based on existing tools.
A number of challenges, including structural challenges and challenges to working with AI in education, are described well. The ways that these challenges will be
addressed and overcome or avoid them are credibly defined. However, challenges to the core method of the proposed coordination and support actions have not
been adequately assessed.
Open science practices are described well and it is appropriately clear that openness of access to results is embedded within the proposed work. Further, there is a
good commitment to open access to research data in line with FAIR principles. These principles will be appropriately codified in the data management plan that will
be developed during the execution of the proposed work.

The following aspects will be taken into account, to the extent that the proposed work corresponds to the description in the work programme:
- Credibility of the pathways to achieve the expected outcomes and impacts specified in the work programme, and the likely scale and significance
of the contributions from the project.
- Suitability and quality of the measures to maximise expected outcomes and impacts, as set out in the dissemination and exploitation plan,
including communication activities.
The pathways to reach the organisation level outcomes defined in the work programme are credibly defined. In particular, the way in which top talent will be
encouraged to move to the host institution is explained clearly. Further, the way in which the proposed work will act to increase the ability of the host institution to
compete for research funding is convincingly described.
Pathways towards the system level expected outcomes defined in the work programme are also credibly articulated. For example, the way in which this work will
drive reform both in the host institution and the wider Estonian R&I system is explained well. Additionally, the route to increasing international, interdisciplinary
and intersectoral mobility of researchers and innovators is convincingly presented.
The significance of the impact foreseen is explained well. However, the quantifiable scale of the impact in terms of the expected outcomes defined in the work
programme is not explained in sufficient detail.
The potential barriers to the impact foreseen are adequately assessed, with plausible approaches to overcoming them articulated appropriately.
The plan for communication, dissemination and exploitation is generally very good. Target audiences are described well and it is clear that the channels to reach
them are tailored to their needs. The proposed work includes a good approach to communication actions using a range of social media and other classical channels.
The dissemination strategy is enhanced by its leaning on Estonia’s “digital state” status to enhance plans well.
A strength of the exploitation plan is how it will leverage the AI hype-wave to share the impact of the research of the newly formed research group.
The large scale of the foreseen dissemination and exploitation actions is demonstrated through the values of the associated KPIs, However, the route to reaching
some of the high targets proposed is not fully clear and as such their credibility is not fully established.
Appropriate principles for the management of IPR that will be used and created by the proposed work are credibly defined.

- Quality and effectiveness of the work plan, assessment of risks, and appropriateness of the effort assigned to work packages, and the resources
overall.
- Capacity and role of each participant.
The work packages proposed are highly self-contained with the benefit of reduced impact of delay in any one work package, although the way in which siloisation
will be avoided is not adequately addressed. Further, the rationale for the parallel running is not adequately explained in the context of the rules related to lump
sum financing. These concerns together represent a shortcoming.
Work package descriptions are generally good with an appropriate level of detail on the objectives, activities, and the linkage to the deliverables. However, there is
insufficient detail on the specific content of deliverables.
The milestones are appropriately defined and are well-suited to the proposed work. Milestones also have credible approaches to validating that they have been
achieved. It is also clear that the milestones and deliverables between them will enable execution of the plan to be tracked.
In general, the risk management approach is credible. A plausible set of critical risks has been identified and convincing approaches to their mitigation are
described. However, the potential impact on dissemination and exploitation of a reduction in the current hype around AI is not adequately explored.
The effort allocated to work packages is in line with the activities and tasks described. Further, the overall costs are reasonable for implementation of the work
plan.
The proposed research contains a research work package that accounts for less than 10% of the budget.
The composition of the proposed research group and the skills that will be brought together are explained well. However, given the range of disciplines that will be
brought together the necessity to have the right lead in place, and potential difficulty in achieving this, is not addressed in enough detail. The remuneration levels
for the team are explained and justified well and the timeline for the recruitment activities is appropriate. Further, the recruitment process is described well and is in
the hands of an outside group of experts and the ERA chair. As such, the way in which recruitment will take place in line with being merit-based, open and
transparent is articulated well.
The letter of commitment from the host institution demonstrates a very high degree of commitment to supporting the ERA chair fulfil their role in the proposed
work. Similarly, the commitment of the proposed chair is also demonstrated very well.
The proposed ERA chair has the necessary management competence to enable the host institution to upgrade its profile.
The infrastructure required to undertake the proposed activities, including the research of the newly formed group, is not adequately described and so it is
insufficiently clear that the host institution and ERA chair will have access to it. This is a minor shortcoming.
