The Assembly and the Council have now taken over as the principal organs of the IHO where proposals submitted by Member States and IHO subsidiary bodies are considered. 2. At its 1st meeting, the Council agreed to continue using the “Red Book” process for Council meetings (See Reference B, Decision C1/13). The “Red Book” contains the proposals submitted for consideration by the Council together with any subsequent comments provided by Member States, supplemented, as appropriate, by comments from the IHO Secretariat. This process provides Member States with a good understanding of the issues to be discussed together with the various opinions of other Member States, in advance of the meeting itself, thereby assisting in the considerations and the decision-making process. 3. In addition to two proposals prepared by the Secretary-General to be considered under agenda item 7 of the provisional agenda circulated in Annex A to Reference A, the Secretary-General has co- sponsored one proposal received from the HSSC and IRCC Chairs in response to the invitation to submit proposals, also made at Reference A. The HSSC and IRCC Chairs have submitted their own reports and proposals. No other proposal has been received from Member States in response to Reference A. The final list of Proposals to be considered at the 2nd meeting of the Council is now shown in Annex A. The proposals (in English only) can be downloaded from the Council page of the IHO website at www.iho.int→Council→C-2→Documents. Paper copies of the proposals can be provided upon request to those Member States that may not be able to download copies via the internet. 4. Reference C requires that all supporting documents be circulated to the Member States at least two months before the opening day of the meeting of the Council; that is, no later than 9 August 2018. In order for a “Red Book” to be prepared, and in accordance with Reference D1 by which comments by 1 IHO CL 21/2018 refers. Bathymetry - the Foundation for Sustainable Seas, Oceans and Waterways the Members States on the proposals should “reach the Secretariat at least…ten weeks before the opening day of the meeting of the Council”, Member States are invited to consider the proposals listed in Annex A that will be submitted to the Council and to forward any comments that they may have, so that they reach the IHO Secretariat (by e-mail: [email protected] or by fax: +377 93 10 81 40) no later than 31 July 2018. The comments will then be published in a “Red Book” as part of the meeting documents that will be made available shortly thereafter.
