Status Report no.l0 for Estonia
I - Executive summary
1.1 lntroduction
The objective of this report is to assess the level of implementation
of safeseaNet (ssN) in Estonia, based
on the data quality checks carried out on SSN notifications provided
during tvtay zoie (unless otherwise
stated)' and to highlight aspects of ssN which need to be improved
or corrected. Also, a short report on the
status of Estonian registered ships linked to the EU LRlr cDC is inctuded.
The report follows Status Report no. I (sent on 4 July 2017),for
which feedback was received dated 14
August 2017' Table 3 in Section 3 shows the current status for each
of the previously reported
recommendations.
1.2 Strengths/Goodpractices
The following are examples which reflect the strengths and good practices
in the Estonian implementation of
the system:
' The detailed parts of Hazmat and Security notifications were
always available upon request.
' Reported Hazmat cargo was correctly classified in most of the sample
checks (14 out of 15)
' The lncident Reports (lRs)were regularly sent to ssN and distributed
to other Member States when
required.
' Ship calls and ATA/ATD information for ships calling at Estonian ports
were always provided.
r Notifications of dangerous or polluting goods were always provided on time.
. The SSN and THETTS LOCODE lists were aligned.
r The Estonian flagged vessels were all integrated in the EU LRlr cDC.
The following sections address findings that were considered significant
enough to warrant feedback or
recommendations' No further reference is made to the effectively functioning parts
of the SSN /LRIT systems
in Estonia.
2 - Observations and recommendations
This section lists findings and recommendations which take into account missing
data and the business
impact.
2.1 Systemavailability
Between 1 June 2017 and 3'1 May 2018, Estonia experienced no full downtimes (i.e.
faitures affecting the
streaming interface to the SSN Graphical lnterface and the messaging interface to the
SSN EIS
simultaneously), During the same period, there were 6 partial downtimes which impacted
the delivery of Als
data (the streaming interface), 7 for Ship MRS notifications and 2 for PortPlus notifications. Among
the .1S
downtimes, EMSA identified 7 which exceeded the maximum downtime of 12 hours (see IFCD,
Section 4.4),
All of these downtimes are listed in Table A..l in the Annex.
Furthermore, whenever the Estonian national system was not available, it neither stored nor
sent the
PortPlus or ship MRS notifications once communication was re-esiablished.
Recommendation No 1: Estonia is invited to reduce downtimes as much as possible, and should
they
occur, to resolve them within a 12h period. Furthermore, Estonia is invited to take action
to ensure that
missing notifications are re-sent to the central SSN system should downtimes occur.

2.2 Waste and MRS details availability
on 26 May, the MSS carried out a set of checks on Waste and MRS details availability, and found that
the
detailed parts of the messages were not available in any of the checks carried out (issue reported
to Estonia
in ticket no. M55-206046). EMSA noted that the request/response mechanism had
not been operational for
Ship MRS details since at least January 2019.
Recommendation No 2: Estonia is invited to take appropriate measures to ensure that the
detailed part of
ship MRS and waste notifications are always available upon request.
2.3 Missing HAZMAT, Waste and Security information
Table 1 provides information on the availability of PortPlus, HAZMAT, security and
waste information:

It should be noted that the figures have improved significantly from the last report.
Exemptions registered in
the SSN system relating to ship type (i.e. availability of Waste and Security information), gross
tonnage and
domestic voyages (i.e. availability of Security information) were taken into account.
Recommendation No 3: Estonia is invited to further improve the situation and ensure that
all notifications
are provided in compliance with the requirements of Articles 13 of Directive 20O2lS9:EC (as
amended).
Furthermore, Estonia is invited to further analyse the difference between the numbers
of ship calls and the
relevant Waste and Security notifications, and to communicate with the shipping industry
to ensure that the
due information is provided.
2.4 Quality of Hazmat and persons on Board (poB) information
Regarding the quality of Hazmat information, random checks showed that, in .t1
out of 15 sample checks, the
location on board was not properly/accurately defined. Table A.2 in the Annex contains
some examples of
erroneous or missing notifications (in red).
The "unknown" value (99999) was used to report Persons on Board (PoB) in 136
out of .t,045 ship calls at
Estonian ports (13%). For ships leaving Estonian ports with Hazmat cargo on board,
the poB was quoted as
"unknown" for 11 .9o/o of the ship departures, and as a result, the PoB
information was missing for these
ships.
Recommendation No 4: Estonia is invited to ensure that Hazmat information is correcfly3 reported.
Furthermore, Estonia is invited to further communicate with the shipping industry,
emphasising that 6re
provision of PoB information is both a legal and an operational requirement.

2.5 Quality of MRS information
The MSS verified the quality of the MRS information provided by Estonia,
and it was found that, out of 7,669
Ship MRS notifications provided in May:
' ,028 (13.4%) reported the Next port of cafl as unknown (zzUKN);

e 1,068 (13'9%) reported no ETA or used the dummy value to report this value (ETA in the past
or far
in in the future), and;
' 992 (12'g%) reported that the number of persons on board was unknown (gg999).
It was also detected that there was a systematic delay of
around 3 hours between the reporting time of the
notification from the vessel to the coastal station and the time
when the information was fonrrarded to SSN.
Recommendation No 5: Estonia is invited to ensure that correct MRS information
is provided in a timely
manner.
2.6 Timeliness of notifications
This section compares the 'SentAt' (the time when a notification
was sent to ssN)with the ,ETA,, ,ATA, and
'ATD' elements provided in initial PortPlus notifications (updates
not taken into account).
The comparisons showed the following performance levels:
' sentAt vs. ETA: 0.6% of notifications were sent after the ETA.
' SentAt vs ATA: 93.5% of notifications were sent within 3 hours of the ATA, 6.4%
were sent 3-72 hours
after and 0.1% more than 72 hours after.
' SentAt vs ATD: 98.5% of notifications were sent within 3 hours of the ATD
and 1.b% were sent 3-72
hours after.

Recommendation No 6: Estonia is invited to further improve the timeframes for the
submission of the

2.7 Frequent errors
The Estonian record shows that 359 notifications were rejected during May 2017.
These rejections affect
edPortPlus notifications and Ship (MRS) notifications. The errors are summarisecl in Table (by

Recommendation No 7: Estonia is invited to rectify the reported quality problems in order to ensure that
rejected messages are eliminated.
2.8 Feedback on SSN data quality checks
ln order to ensure the appropriate implementation of the ssN system, and the highest quality and
availability
of the data submitted, EMSA provided several reports/checks to Estonia, Between June 2017 and June

2018, 1B reports were issued by EMSA with requests for follow-up actions, but no replies or
acknowledgments were received for g of these reports,
Recommendation No 8: Estonia is invited to ensure that the reported issues are investigated
at national
level, and that feedback is provided to EMSA on the follow up actions.
2.9 LRIT status
This section deals with actions required related to Estonian flagged ships registered
in the EU LRIT ship
Database. On 5 June 2018, there were 1B such ships registered, allof which
were integrated in the EU LRIT
CDC' 16 of these were reporting to the EU LRIT CDC in accordance with the LRIT standard (every
6 hours).
The system considers ships to be reporting if their latest position was after 15
May, or if they have been
stopped by Estonia. By cross-checking on a daily basis with external sources,
EMSA now provides
information to LRIT Ship Database Managers directly by email on ships that are possibty
no longer flying the
Estonian flag.
2.9.1 Ships not reporting to the EU LRIT CDC
According to EU LRIT CDC Ship Reporting status information, 2 Estonian flagged
ships were not reporting
for more than 2 weeks. The information is available in the EU CDC UWI (menu
Shlp Managemenuship
Reporting), and can also be provided separately if required.
Recommendation No g: Estonia is invited to take the appropriate action in order
to ensure that ships are
correctly reporting to the EU LRIT CDC.

3 - Observations and recommendations
The content of the status report should be regularly reviewed, with the
objective of emphasising: the
responsibilities of all Member States participating in SSN (especially with
respect to the continuous
improvement of data quality), and; the importance of active cooperation.
Further details on each section can
be provided on request. Please note that Member States can contact the EMSA
MSS at any time with
suggestions for improvements to the report.
