To the First Delegates of the Qualifying Members of PIANC Dear Colleagues, As you all know, Mr Caude announced during the AGA 2018 in Panama, that he will not apply for a third and final mandate, therefore the mandate of the President of PIANC becomes vacant at the next AGA in Kobe, Japan on 5 June 2019. We would like to remind you that candidacies for President should reach HQ before the 1st of September 2018 and must be submitted by the First Delegate, supported by their National Section. Following Article 33 of the Rules and Regulations: - Candidacies shall include a policy plan and a curriculum vitae, in which the PIANC- related activities and publications of the candidate are highlighted. - The Candidate should indicate that he/she is able to fulfill all the duties that go with the position of President and that he/she can dedicate the necessary time to do so. - Candidates are expected to present their Policy Plan to the AGA 2019, partly in English and partly in French. Please be aware that each First Delegate is only allowed to present one candidate, not necessary from his own country. For your information the full text of the Rules and Regulations is attached. President.  PIANC The World Association for Waterborne Transport Infrastructure Guidance document for candidates for the presidency of PIANC 1. Introduction At the AGA 2019 elections will take place to appoint a new President of PIANC. Candidacies have to be put forward by First Delegates before September 1, 2018. This document provides guidance for (potential) candidates, to allow them to decide about running for the presidency and to inform them on their tasks as president. 2. Candidatures Art. 32 and 33 of The Rules and Regulations deal with the election procedure. The attention is drawn to the fact that candidates should include a policy plan in their candidature. This policy plan should expand on the following topics: - How the candidate would contribute to the Association’s Strategic Plan 2019-2023; - Which (old or new) priorities the candidate would be pursuing during his 4-year mandate; - How the co-operation with the General Secretariat would be organised; - How the duties listed in Art. 35 of Rules and Regulations would be fulfilled. The conditions mentioned in Art. 33 f, g and i should be documented by annexes to the candidature. The basic knowledge of French (Art. 33 h) will be demonstrated at the AGA 2019 during the presentation of the policy plan. 3. Expenses – Allowances Art. 28 of Rules and Regulations provides that the President is entitled to: a. Reimbursement of travel and accommodation expenses within the limits given in the annual budget; b. An allowance. The allowance amounted approximately 18.000€ gross yearly. The net amount varies with the level of taxation in the country of origin of the candidate. It is suggested that candidates would make an estimation of travel expenses to be covered by the Association. The next paragraph will provide guidance in this respect. 4. International activities of the President The candidates themselves are supposed to define their program of activities as part of their policy plan. However in doing so, they should take into account the following considerations : - The presence of the President is required at all managerial meetings (AGA, Council, ExCom) and at the main international events (World Congress, PIANC-COPEDEC Conferences, PIANC SMART Rivers Conferences); - The President should participate in important regional and national events (Nord-PIANC, Mediterranean Days, national conferences, etc.) ensuring that he visits all national sections once during his mandate; - The President is able to participate in main events of sister associations and in events of importance, , …. Waterborne Transport Infrastructure Aux premier délégués des membres qualifiés de l’AIPCN Chers collègues, Comme vous savez, Mr. Caude a annoncé à l’occasion de l’AGA 2018 à Panama, qu’il ne solliciterait pas le renouvellement de son mandat, si bien que la présidence de PIANC deviendra vacante à fin de son mandat actuel le 5 juin 2019. Nous aimerions vous rappeler que les candidatures à la présidence doivent être adressées au secrétariat général avant le 1er septembre 2018. Les candidatures doivent être présentées par le premier délégué et soutenues par la section nationale. Selon l’article 33 du Règlement intérieur : - Les candidatures incluent un plan stipulant la politique à suivre et un curriculum vitae, dans lequel les activités liées à PIANC et les publications du/de la candidat(e) sont mises en évidence. - Le/La candidat(e) devrait indiquer qu’il/elle est capable de réaliser les tâches propres à la position du président et qu’il/elle peut consacrer le temps nécessaire afin de les réaliser. - Les candidats sont supposé(e)s présenter leur plan stipulant la politique à suivre à l’AGA, en partie en anglais, en partie en français. Nous vous informons que chaque premier délégué ne peut présenter qu’une seule candidature, éventuellement de quelqu’un qui n’est pas forcément de son propre pays. Introduction Lors de l’AGA 2019 les élections auront lieu pour désigner un(e) nouveau/nouvelle président(e) de l’AIPCN. Les candidatures devront être envoyées par les premiers délégués avant le 1er septembre 2018. Ce document-ci fournit des directives pour les candidat(e)s (potentiel(le)s), afin de leur permettre de décider à poser leur candidature à la présidence et de leur donner un aperçu de ce qui sera attendu du/de la futur(e) président(e). 2. Candidatures Les articles 32 et 33 du Règlement intérieur traitent de la procédure d’élection. L’accent est mis sur le fait que les candidats devraient inclure un programme d’action dans leur candidature. Ce programme d’action devrait développer les sujets suivants: - Comment le/la candidat(e) contribuerait au plan stratégique 2019-2023 de l’Association; - Quelles sont les priorités (anciennes ou nouvelles) que le/la candidat(e) cherche à atteindre pendant son mandat de 4 ans; - Comment la coopération avec le secrétariat général sera organisée; - Comment les tâches qui se trouvent dans la liste dans Art. 35 du Règlement intérieur seront accomplies. Les conditions mentionnées dans Art. 33 f, g et i devraient être documentées par des annexes à la candidature. Le/la candidat(e) fera preuve de sa connaissance de base de la langue française (Art. 33 h) lors de la présentation du programme d’action à l’occasion de l’AGA 2019. 3. Frais – Allocations L’Art. 28 du Règlement intérieur stipule que le/la président(e) a droit à: a. Remboursement des frais de déplacement et d’hébergement compris dans les limites du budget annuel; b. Une allocation. L’allocation s’est élevée à 18.000 euros brut par an. Le montant net varie suivant le niveau de taxation du pays d’origine du/de la candidat(e). Il a été suggéré que les candidat(e)s fassent une estimation de leurs frais de déplacement à couvrir par l’Association. Le paragraphe suivant fournira plus d’information à cet égard. 4. Activités internationales du/de la président(e) Les candidat(e)s eux-/elles-mêmes sont censé(e)s définir leur programme d’activités en tant que partie de leur programme d’action. Toutefois, en rédigeant leur programme, ils/elles devront tenir compte des considérations suivantes: - Il faut que le/la président(e) soit présent(e) à toutes les réunions de direction (AGA, Conseil, ExCom), ainsi qu’à tous les événements internationaux principaux (Congrès du Monde, les Conférences PIANC-COPEDEC, les Conférences PIANC-SMART Rivers); - Le/la président(e) devra assister à des événements régionaux et nationaux importants (Nord-PIANC, Journées méditerranéennes, conférences nationales, etc.), tout en garantissant qu’il/elle pourra visiter en tant que de besoin toutes les sections nationales au moins une fois pendant son mandat; - Le/la président(e) pourra aussi participer aux événements majeurs des associations sœurs, tout comme à des événements importants, … En ce qui concerne les voyages, les candidat(e)s devront expliquer comment ils/elles visent à organiser la coopération avec le secrétariat général et combien de voyages cela entraînera. 25 June 2018
