Subject: Consultation_personal, recreational ships
Dear Giedre Ivinskiene,
Ref to your e-mail from 7th of July 2018 attached please find answers to your questions regarding
matter.
1) Registration of personal “self-made” or crafted ships:
a. There are no specific procedures registering such crafts if more than 5 years has passed after their
manufacture, because usually such carfts are registered already in connection registration procedures
when the craft has been completed and taken into use. According to Estonian Maritime Safety Act
registration of reacreational craft are mandatory to register if the boat will be used at sea or on
navigable inland waters.
b. If the manufacturer are local resident then in connection with registration procedures the boat will be
marked with identification number. Such older craft imported from other EU states will be not marked
with identification number.
c. Technical parameters will be determined in connection with preregistration survey by the inspector of
Maritime Administartion.
d. Drawings (sketches) are not mandatory, but recommandable.
2) Old recreational ships:
a. If the boat has any kind of original hull number then it will be used as id number in registration
documents, if the boat dont have any hull number then the boat will be identified by ohter
characteristics (type, mark, technical parameters).
b. For registration purposes are mandatory to present documents which ones prove the ownership.
Other documents like copies of technical passports, certificates, manufacturers books, etc. are
recommendable …..
c. In such case all necessary information and technical parameters will be determined by the inspector of
Maritime Administration during preregistration survey.
3) Substantial alteration of the ship or the engine:
a.-b. According to Estonian Maritime Safety Act structural conversion of recreational craft means the
replacement of the engine type, replacement of the propulsion engine type, replacement of one
propulsion engine for several propulsion engines, conversion of the hull that alters the seaworthiness or
maritime safety, and conversion of the hull that significantly affects the stability of recreational craft.
4) Number on the hull. In what cases it is allowed not to have the number on the hull? (if any)
All reacreational crafts registered in the traffic register navigating at sea and on navigable inland waters
must carry official registration number on both sides of the hull. Registration not mandatory if the boat
are used only on inland not navigable waters (small lakes and rivers).
Kind regards,
Veiko Rosme
