The first edition of Annex 16, Volume IV to the Convention on International Civil Aviation, containing the Standards and Recommended Practices for CORSIA implementation, became applicable on 1 January 2019. Annex 16, Volume IV includes references to ICAO documents which are materials approved by the Council for publication to support Annex 16, Volume IV and are essential to the implementation of CORSIA. These documents are being made available on the ICAO CORSIA website, upon the Council approval, and may only be amended by the Council. The Council, at its 217th Session in June 2019, approved the first edition of the ICAO document “CORSIA Sustainability Criteria for CORSIA Eligible Fuels”, containing the sustainability criteria applicable during the pilot phase of CORSIA until 31 December 2023. This ICAO document is referenced in Annex 16, Volume IV, Part II, Sections 2.2.4.1 and 2.2.4.3, and is available on the ICAO CORSIA website. Upon Council request, the Committee on Aviation Environmental Protection (CAEP) undertook work on additional and strengthened sustainability criteria applicable from the start of CORSIA’s first phase on 1 January 2024. The Council, at its 219th Session in March 2020, agreed to bring the amendments recommended by CAEP to the ICAO document “CORSIA Sustainability Criteria for CORSIA Eligible Fuels”, for consultation with Member States through a State Letter. The main objective of the amendments is to define Sustainability Criteria to be applicable to CORSIA sustainable aviation fuels after the CORSIA’s pilot phase. Additionally, amendments are recommended to define the timeframe on which a fuel producer can produce batches of CORSIA eligible fuels after it has been certified by a Sustainability Certification Scheme; b) Chapter 2 contains recommended sustainability criteria to be applicable to CORSIA sustainable aviation fuels after CORSIA’s pilot phase; and c) Chapter 3 contains a placeholder for the future inclusion of sustainability criteria to be applicable to CORSIA lower carbon aviation fuels after CORSIA’s pilot phase, noting that work continues under CAEP on developing these criteria. In light of the above, I would like to invite your administration to provide comments, if any, on the proposed amendments to the ICAO document “CORSIA Sustainability Criteria for CORSIA Eligible Fuels”, as provided in Attachment A to this State letter, particularly on the proposal for Sustainability Criteria included in Chapter 2. A response form is provided in Attachment B, and I request that your reply be transmitted to [email protected] no later than 20 July 2020. It provides a simple and standardized way for States to upload and submit CORSIA-related information and data to ICAO, in accordance with the provisions of Annex 16, Volume IV. Description of each User Group (Role) of the CCR Each ICAO State has one CCR account. Access to this account is given to individuals, who are assigned a specific role as shown in the table below. The CCR allows for only one CORSIA Focal Point, but more than one State User, per State.
