Subject: Coordination of frequency assignments to VHF/FM stations

Dear Sirs,
Having examined your requests (refs. 1, 2) for coordination of frequency assignments to VHF/FM stations
of the Republic of Estonia, we inform you as follows:
1. The Russian Administration’s finding is based on the need to ensure reliable reception of FM sound
broadcasting in settlement IVANGOROD. The Estonian VHF FM stations submitted for coordination in
settlement NARVA are located very close to IVANGOROD (1-2 km away).
Considering the close proximity of the VHF FM stations in NARVA (the Republic of Estonia) submitted
for coordination and the fact that the VHF FM broadcasting will be mainly received by mobile (car)
receivers, we are of the opinion that calculations of EMC to support high-quality reception of sound
broadcasting signals from Russian stations in KINGISEPP within the IVANGOROD populated area,
should not take into account the discrimination obtained by the use of directional receiving antennas.
Our EMC calculations show that a 300 kHz separation between carrier frequencies of the VHF FM stations
in NARVA (Republic of Estonia) and KINGISEPP (Russian Federation) is not enough to provide for
reliable over-the-air reception of Russian VHF FM broadcasts in IVANGOROD.
2. In addition, in order to ensure equitable access to radio frequency spectrum in the area of NARVA
and IVANGOROD, we are sending to the Estonian Administration frequency assignments to VHF FM
stations in KINGISEPP and IVANGOROD (the notice forms are attached):

In accordance with the above, we propose that the frequency assignments to the VHF/FM stations of the
Republic of Estonia submitted for coordination (refs. 1 and 2) and the frequency assignments to the
VHF/FM stations of the Russian Federation be coordinated on a reciprocal basis as detailed in the table
below:
