Dear Sir or Madam,
we are carrying out a project on district heating and cooling (DHC) networks, on behalf of the European
Commission's, named DHC Trend. In the current phase of the project, we are working more intensively
on DHC consumer perception and protection.
As a next step, we would like to conduct interviews to get a better picture of the perception and
protection of DHC consumers in selected countries. All input from the interviews will be included in our
analysis and reported to the European Commission and therefore might impact future policies.
Would someone from your authority be interested in a short exchange (20-30 min) on DHC consumer
perception and protection in Estonia?
Alternatively, can anyone answer the following question for us:
(1) How is DHC perceived in Estonia? Does DHC has a good or a bad image in Estonia and why?
(2) What is good and what is bad about DHC in Estonia? What characteristics are associated with
DHC (e.g. energy friendly and low prices or intransparent and costly)?
(3) Do you receive complaints from consumers? If yes, how many and what do customers complain
about? If no, is there an institution where customers can complain?
(4) Do you know any study on the consumer perception of DHC (e.g. an image study)?

Subject: Letter of support for the data collection activities of Tilia GmbH
for the purposes of the Directorate-General for Energy, European
Commission
To whom it may concern,
This is to inform you that Tilia GmbH is conducting a study on behalf of the Directorate
General for Energy of the European Commission (DG ENER) under contract
ENER/C1/2018-496 on district heating and cooling.
The purpose of the study is to investigate modern district heating and cooling systems
that make use of renewable energy, waste heat and cold sources. Case studies will be
performed in different regions of the European Union to explore what enable the use of
such heat and cold sources, what could be best practices for inspiration for and possible
replication by other Member States.
In the light of the above, DG ENER endorses the data collection activities and interviews
of Tilia GmbH carried out in the context of this study. We recognise that your time is
valuable and hope that you agree to bring a contribution to this important matter.
DG ENER will strictly abide by any privacy, data sensitivity and confidentiality
provision your organisation might request. DG ENER will not publish any sensitive or
confidential data. If your organisation wishes to do so, it is possible to sign a
