The French Council of State will have the pleasure of hosting the second colloquium of
the ltalian presidency of the ACA Europe on Monday 6 Decemler zozr in paris.
The theme of the conference will be disputes concerning acts by regulatory authorities.
ln preparation for this conference, a questionnaire has been drawn up and sent to you.
You have been kind enough to answer it. Thank you very much.
Your answers concerning the iudgment of . appeals against regulatory acts have
particularly caught our attention.
More specifically, we would like you to comment on the following topic: The judge in the
regulatory ecosystem.
ln order to allow sufficient time for discussion, a short intervention of up to ten minutes
would be appreciated.
We would appreciate it if the text - or a detailed outline - could reach us on Monday zz
November for transmission to the interpreters and for circulation to all participants.

Its theme will be the litigation of the acts of regulatory authorities.
A questionnaire was sent to you on this subject in the spring.
Thank you very much for the speed and the quality of your reply.
The group that examined your answers was particularly interested in the developments related to the role of the judge in the regulatory ecosystem. This theme may sounds weird. The idea of this final intervention before the ending of the seminar is to open the debate to a broader context.
We would like you to adress this stimulating issue. A letter has been sent by CJ Lasserre to your Chief Justice (attached)
The attached note (which translation in English will be sent to you shortly) outlines what might be expected of you - leaving you free, of course, to both modify the title of your intervention and its content - and puts it in the context of the eight other interventions, which I am requesting in parallel.
Experience shows that interventions are always too long and debates always too short.
Could you limit yours to ten minutes strictly?
