Dear all, Thank you for inviting me to give opinion on this issue. It is for sure that lowering environmental impacts in Baltic Sea region is one of the priorities. Currently there is no indication to directly take into account environmental aspects on fairway dues regulation as there are several requirements that must be met by ships and international shipping already. On the other hand the clean shipping index may be a useful tool and therefore I don’t see an obstacle for you to have a skype meeting to get to know more about it and how the system is built up considering that Estonia has also a very good maritime information system that provides all necessary on line services for state, ships and ship owners. For sure we are interested to learn how the Swedish Clean Shipping Index is functioning; and particularly the link between different environmental parameters and fairway dues. Our current system of fairway dues is based on estimated cost of maintenance of our public fairways and takes into consideration ship’s type, ice class, GT and number of visits. The existing system was established in 2012 and is currently under review. I have to admit, that at the moment we do not have any indications for our stakeholders (maritime sector, NGO, politicians), wrt an idea to implement additional parameters which should take into account environmental impact. Background: The Swedish Maritime Administration started using Clean Shipping Index on 1 January 2018 and the system is now up and running. We are now in the process of researching on what basis our neighboring countries around the Baltic Sea could unite in order to lower the environmental impact from shipping.
