As a major shipping nation with a coastline of approx. 7,300 km,

tradition, Denmark has always been an advocator of inter-
governmental cooperation within the maritime field based on the prin-
ciples of equal competition and common standards; standards for the MINISTRY OF INDUSTRY, BUSINESS
implementation and operation of aids to navigation that are being de- AND FINANCIAL AFFAIRS
veloped by IALA for the benefit of the industry, safety of navigation
as well as the marine environment.
Ever since IALA’s establishment in 1957, Denmark has been strongly
committed to the work of the organisation and has had a seat on the
Executive Committee and been re-elected for the Council, except for
one period. Denmark’s representatives on IALA’s technical commit-
tees are constantly striving to ensure that the organisation delivers the
solutions required by current developments and requested by various
stakeholders. Denmark has gained widespread recognition and respect
for our consensus-seeking approach and has, previously, held the vice-
chairmanship of the ARM Committee as well as leading roles in many
working groups of the technical committees. Denmark will continu-
ously strive to make active contributions to the work of all the Com-
mittees during the new working period.
At present, the positions as Secretary-General of IALA and as Dean of
the World-Wide Academy are held by former executive officers from
the Danish Maritime Authority, thereby bearing witness to Denmark’s
strong commitment to the endeavours of IALA and the general recog-
nition that we enjoy among the other National Member authorities.
Denmark has contributed considerably to the development and opera-
tion of the IALA Risk Management Toolbox and intends to continue
this work, inter alia through the drafting of the appropriate standards,
recommendations, guidelines and manuals.
Should Denmark be re-elected to the Council for the period 2018-
2022, we will be pleased to share the experience gained by our Ad-
ministration in recent years within, inter alia, digitalisation, autono-
mous ships, e-navigation and operation in Arctic regions:
Developments in digitalisation, automation and autonomous technolo-
gies constitute a focus area in Denmark and many other countries
these years. Denmark has as such taken the initiative for a report de-
scribing the regulatory barriers to the use of autonomous ships. It is
also of the utmost importance that IALA contributes to the standardi-
sation of new autonomous technologies especially in terms of new
infrastructure, including new types of aids to navigation designed for
autonomous technologies.
As regards e-navigation, Denmark has chaired the IALA e-navigation
committee until mid-2016, contributed to several working groups,
arranged the e-Navigation Underway conference in partnership with
IALA and led the pan European e-Navigation project Efficiensea2 to
which IALA is partner. Denmark will continue working actively in
IALA for the harmonization of data, services and standards,
automated technologies and connectivity to make the exchange of
relevant data more efficient and to release valuable time for the
navigating officer to focus on the core task of navigating the ship,
thereby enhancing safety of navigation.
Also operation in Arctic regions deserves the attention of IALA as we
already know that climate changes enable an increasing number of –
primarily cruise – ships to navigate polar waters. The rescuing capa-
bilities of these desolate areas are few and far between and, con-
sequently, the safety of navigation that can be achieved through im-
proved risk management, marking and aids to navigation are of the
utmost importance.
All of the above issues will continue to be on the agenda in coming
years, and Denmark will strive to ensure that IALA is proactive, has a
voice in the relevant fora and delivers solutions in accordance with the
purpose of the organisation, in the interest of the maritime industry
and, last but not least, for the benefit of safety at sea and the marine
environment.
Recognising the importance of constantly being abreast of develop-
ments in a rapidly changing maritime world, IALA has decided to
change its status to an inter-governmental organisation. Denmark re-
mains a staunch supporter of this and, especially in these times of
change, we would be pleased to have a seat on the Council and help
set the future direction of the organisation and strengthen its position
as the leading body for the harmonisation and drafting of standards for
the implementation and operation of aids to navigation worldwide.

Since his graduation as a Master of Political Science from the Univer-

sity of Copenhagen in 2003, Mr. Ejlers has held positions at the high- www.dma.dk
est level of Government administration.
Until 2007, he was Head of Section at the Danish Ministry of Finance MINISTRY OF INDUSTRY, BUSINESS
before taking up a position as Chief Budget Officer at the Danish Min- AND FINANCIAL AFFAIRS
istry of Foreign Affairs. In 2011, Mr. Ejlers was appointed Chief
Financial Officer at the Danish Ministry of Industry, Business and
Financial Affairs, and subsequently Group Chief Financial Officer at
the Danish Ministry of Finance.
The positions have given Mr. Ejlers an extensive experience with
framework conditions for the maritime sector and have developed his
highly analytical skills.
In 2017, Mr. Ejlers’ took up a position as Deputy Director General
(CAO) at the Danish Maritime Authority, which is a Government
agency under the Ministry of Industry, Business and Financial Affairs.
His responsibilities include areas such as operations, production and
resources.
Already now, Mr. Ejlers has attended his first IALA Council meeting
(65th session in December 2017) and, given his solid educational and
professional background, I am convinced that he can make valuable
contributions to all aspects of Council activities, and particularly as
regards annual budget and accounts issues and the overall policy.
Mr. Ejlers is a hard worker and an honest broker who is always striv-
ing to reach solutions that will enjoy wide support for the benefit of
IALA, its National members, safety of navigation and the marine en-
vironment.
Against this background, I can, in my capacity as Director General of
the Danish Maritime Authority, give Mr. Ejlers my warmest recom-
mendations.

Statement on the Background of Candidacy for Election to the IALA Council
It is my great pleasure and honor to make a statement on the background of candidacy
for election to the IALA Council from 2018 to 2022.
The Japan Coast Guard (JCG) has been the national member of IALA since 1959 and the
Council member since 1975. During the long history of its contribution to IALA, JCG has
played various important roles in the world aids to navigation community and the IALA
activity, in particular but not limited to;
In 1972, JCG established one of OMEGA navigation system stations that was
the first and sole global-range radio navigation system before satellite
navigation system era with other 6 countries and was operated until 1997;
In 1980, JCG hosted the 10th IALA Conference in Tokyo, the first IALA
Conference in Asia, that adopted the IALA Maritime Buoyage System
consisting of region A and B that is now served as the fundamental
infrastructure of the world maritime traffic system;
In 2009, JCG proposed a new work item to IMO on development of policy
and new symbols for AIS Aids to Navigation and led the work as the
coordinator of the IMO NAV Correspondence Group of the work. The
policy (MSC.1/Circ.1473) and the symbols (SN.1/Circ.243/Rev.1) are now
referred as the basic documents for the use of AIS Aids to Navigation;
In 2013, CDR. Hideki NOGUCHI, Deputy Director of the Maritime Traffic
Department, JCG was appointed as the Vice-Chair of the IALA e-Navigation
Committee and as the Chair of the Committee in 2016. He led the
implementation of e-Navigation through the work of the Committee;
In 2016, JCG hosted the IALA Workshop on the development of VHF Data
Exchange System (VDES), the first IALA Workshop on VDES in the world, that
was expected to become one of maritime radiocommunication systems for
realization of e-Navigation and modernization of GMDSS; and
In 2017, JCG established the ASEAN Regional Training Center for VTS
operators in cooperation with the Marine Department Malaysia which was
the first regional training center in the world and thus became the model of
regional capacity building scheme in world Aids to Navigation community.
As shown in the above mentioned history, JCG has contributed to IALA and the world
Aids to Navigation community as the IALA Council member for many years. Should JCG
be elected as the IALA Council member, JCG will make maximum efforts to continue our
contribution for the development and harmonization of the world marine Aids to
Navigation through the success of IALA activity.
Coincidently, the year 2018 is the 150th anniversary of Japanese Aids to Navigation
service and I am extremely delighted to celebrate both the 19th IALA Conference in
Inchon and our 150th anniversary. I am therefore looking forward to seeing all IALA
members enormously at the IALA General Assembly in Inchon, Korea.

Statement on Suitability for the Role of Representation at the IALA Council Meetings
Vice-Admiral Kazuo YAGI assumed the duties as the Director-General of the Maritime
Traffic Department, Japan Coast Guard (JCG) in June 2016. Under his leadership, the
Maritime Traffic Department established laws and regulations on safety of navigation
including congested areas and ports, planning safety measures to prevent marine
accidents and providing aids to navigation services including Vessel Traffic Services (VTS).
Vice-Admiral YAGI previously served as the Director, Administration Division, Port Bureau,
Ministry of Land, Infrastructure, Transport and Tourism (MLIT) where he managed all
administrative matters on port management and operations in Japan.
Vice-Admiral YAGI earned a Bachelor of Law at the Tokyo University and entered the
Ministry of Transport which later on became the MLIT, after the graduation. During his
career, he served as the official of various divisions on land including railway, sea and air
transportation and obtained comprehensive knowledge on all transportation sectors.
He also served as the Secretary of the Embassy of Japan in Indonesia and acquired the
experience of diplomatic official.
From his wide knowledge and deep experience on all transport sectors with diplomatic
record, Vice-Admiral YAGI is the best suitable person for the role to represent JCG at the
IALA Council meetings.

TO THE IALA COUNCIL IN MAY 2018
Malaysia has declared its candidacy for re-election to the IALA Council at the 13th IALA
General Assembly in Incheon, Republic of Korea in May 2018. Malaysia has been a
National Member of IALA since 1962 and was first elected as IALA Councillor in 2002.
Malaysia remains committed to contribute actively as an IALA Councillor and will be
honoured to obtain the trust of IALA National Member to continue contributing to the
important work of the IALA Council.
Managing Aids to Navigation Along Vital International Shipping Lane
Malaysia has a relatively large maritime zone with a long coastline of 4,625
kilometres that is surrounded by 878 islands and is flanked by two of the most strategic
waterways in terms of commerce and geopolitics; the Straits of Malacca and
Singapore and the South China Sea.
Malaysia presently managed 10 lighthouses, 298 light beacons and 256 light
buoys along the Straits of Malacca and Singapore. In our efforts to ensure the safety
of navigation and facilitate shipping traffic, Malaysia invested USD29.89 million for
development and modernization of the aids navigations and spend USD2.22 million in
maintenance of aids to navigations in 2017.
VTS in the Straits of Malacca
The Straits of Malacca and Singapore continue to be among the busiest
waterways for international shipping. In 2017, traffic in the Straits of Malacca reporting
to Klang VTS under the Mandatory Ship Reporting System in the Straits of Malacca
and Singapore (STRAITREP), reach 85,000. Malaysia have been implementing
STRAITREP through two VTS Centre namely Klang VTS and Johor VTS since 1998.
The STRAITREP is divided in to 9 sectors and Klang VTS manage Sector 1 through
to Sector 5 and Johor VTS manages Sector 6. The VTS Centres monitors vessels
transiting the Straits of Malacca to ensure smooth and efficient maritime traffic and
contributed to enhancing the safety of navigation and protection of the marine
environment in the Straits of Malacca.

Cooperative Mechanism on Safety of Navigation and Environmental Protection
in the Straits of Malacca and Singapore
Malaysia remains as committed and enthusiastic towards the Cooperative
Mechanism on Safety of Navigation and Environmental Protection in the Straits of
Malacca and Singapore (Cooperative Mechanism) as we were when it first started in
1998. With the cooperation among the littoral States and users of the Straits a variety
of projects have been successfully implemented over the last 10 years, and several
new projects planned will be completed in the near future. Malaysia coordinates the
implementations of the following four projects implemented under the Cooperative
Mechanism:
- Removal of wrecks in the Traffic Separation Scheme in the Straits of Malacca
and Singapore
- Cooperation and capacity building on hazardous and noxious substance (HNS)
preparedness and response in the Straits of Malacca and Singapore
- Guidelines on place of refuge for ships in need of assistance in the Straits of
Malacca and Singapore
- Oil spill monitoring and risk assessment in the Straits of Malacca and Singapore
Chairman of Aids to Navigation Fund
The Aids to Navigation Fund (ANF) is one of the three pillars of the Cooperative
Mechanism and was established in 2007 to facilitate financial contributions for the
provision and maintenance of critical aids to navigation in the Straits of Malacca and
Singapore. The ANF has received contributions amounting to over USD22 million. The
chairmanship of the ANF Committee is rotated among the littoral State of the Straits
of Malacca and Singapore. Malaysia will take over as Chairman of the ANF Committee
in 2018. Malaysia uses the fund from the ANF to partially fund the maintenance of 18
critical aids to navigation in the Straits of Malacca and Singapore.
ASEAN Regional Training Centre for VTS Operators
Malaysia have established the ASEAN Regional Training Centre for VTS
Operators at the existing Marine Department Malaysia Maritime Transport Training
Institute (MATRAIN) in 2017 through funding by Japan ASEAN Integrated Fund (JAIF).
The Centre is unique in the world and has been accredited in accordance to IALA
Guidelines and will be utilised to implement training for VTS personnel to contribute to
safe, economic and efficient movement of ships in ASEAN waters.
The inaugural training was conducted for 3 month beginning in July 2017 and
was attended by 20 participants from ASEAN countries. The development of the
Centre training policy, selection of instructors and trainees was implemented through
the Experts Group from ASEAN countries with expert advice from the IALA World-

Wide Academy. Malaysia hope to obtain continued support from the Academy to make
this important initiative a success.
Supporting the Work Of IALA World-Wide Academy
Malaysia continue to support the work of IALA World-Wide Academy and will
begin hosting IALA training course at MATRAIN in 2018. Malaysia will provide an
annual sponsorship of EUR100,000 to the Academy for 5 years beginning in 2018 and
will cooperate with the Academy on projects related to states with greatest needs of
capacity building and training in line with the Academy main objectives for the period
2017 – 2020.
E-Navigation Sea Traffic Management (STM) Test bed In Malaysia
Malaysia is an associate member of the STM Validation Project since 2017 and
attended the STM Mid-term Conference in Venice in September 2017. Malaysia is
actively considering to install the necessary infrastructure to implement e-Navigation
STM testbed in the Straits of Malacca in collaboration with Swedish Maritime
Administration and SAAB. Malaysia looks forward to more active participation in the
STM Validation Project by implementing the E-Navigation STM testbed and to
contribute to the validation of the Sea Traffic Management concept for the benefit of
the maritime community.
Littoral State of the Straits of Malacca and Singapore, ASEAN Member Country
and Hot Climate Country Representative to IALA Council
Malaysia is the only current IALA Councillor from the littoral states of one of the
most vital and busiest waterways uses for international navigation, the Straits of
Malacca and Singapore. Malaysia is also the only current IALA Councillor from ASEAN
member country and among the few from hot and humid climate. Malaysia continued
presence in the IALA Council will ensure representation from the littoral states of the
Straits of Malacca and Singapore and ASEAN as well as from hot and humid country.
Conclusion
Malaysia fully supports the aims of IALA and will continue to promote the safe,
economic and efficient movement of vessels for the benefits of the maritime
community and the protection of the marine environment. Malaysia will continue to
work with all IALA National Member States to ensure that all view are taken into
account in the work of IALA.

LIGHT DUES BOARD PENINSULAR MALAYSIA
TO IALA COUNCIL MEETINGS
Dato’ Haji Baharin bin Dato’ Abdul Hamid is the Director General of Marine, Marine
Department Malaysia. He studied at University of Southampton, United Kingdom where he
obtained a Bachelor of Science (Hons) Degree in Nautical Studies in 1984. He began his
career at Marine Department Malaysia as a Marine Officer in 1984 and served in various
capacities at regional Port Offices including as Director of Marine Department Malaysia
Northern Region. Dato’ Baharin was also Director of the Management Services Division as
well as Deputy Director General of the Marine Department Malaysia before assuming his
current position in 2014.
As the Director General of Marine, Dato’ Baharin is also the Chairman of The Central Fund
Board of Mercantile Marine Peninsular Malaysia as well as the Chairman of The Light Dues
Board Peninsular Malaysia. The Light Dues Board manages the Light Dues Fund for the
provision, maintenance and upgrading of aids to navigation in Peninsular Malaysia.
Dato’ Baharin has been attending IMO Council meetings and General Assemblies since
2015. He is a Council Member of International Association of Lighthouse and Marine Aids to
Navigation Association (IALA) and have been attending and actively participating in IALA
Council meetings since 2015.
Dato’ Baharin is the current Chairman of Aids to Navigation Fund (ANF) Committee under
the Cooperative Mechanism on Safety of Navigation and Environmental Protection in the
Straits of Malacca and Singapore.
He also serves on the board of Directors of Malaysia Domestic Shipping Licensing Board and
Bintulu Port Authority. He is a member of the Advisory Committee of Ranaco Education and
Training Institute and Netherlands Maritime Institute of Technology and also Honorary Vice
President, Mokpo Maritime University, Republic of Korea.
Under his leadership and guidance Malaysia have sucessfully hosted the 13th IALA
International Vessel Traffic Services Symposium, the 42nd session of IALA Vessel Traffic
Services Committee in 2016 as well as the 60th IALA Council Meeting in 2015.

The Norwegian Coastal Administration
The Norwegian Coastal Administration ("Kystverket") is an agency of the Norwegian Ministry of
Transport and Communications responsible for services related to maritime safety, maritime
infrastructure, transport planning and efficiency, and emergency response to acute pollution.
The Norwegian Coastal Administration's main missions are:

The main objective of the Norwegian Coastal Administration (NCA) is to ensure safe and
efficient navigation in the fairways along the coast and into ports, as well as national
preparedness for acute pollution. NCA is the owner and operator of more than 22.000 ATONs,
5 VTS centrals, AIS ground and satellite based network and is deeply involved in utilising new
technology for e-Nav and other initiatives for future maritime safety.
The NCA participates in coastal planning and exercises authority pursuant to the Harbour and
Fairway Act and Pilotage Act, as well as parts of the Pollution Act, Svalbard Environmental Act,
and Planning and Building Act.
The Norwegian Coastal Administration has been the Norwegian National member of IALA since
it was established.
Background information on NCA’s candidate to the Council
Mr. Arve Dimmen, Director Maritime Safety, is in charge of the areas Aids to Navigation, Vessel
Traffic Services, Radionavigation and Navigational Warnings, Pilotage Authority and Port
Facility Security. He has been the representative to the IALA Council in the period 2006-2010.
He holds a Master of Science degree in the field of Electronics/Communication/Navigation. He
has been a member of the US Space Based PNT Advisory Board since 2007.
The NCA participates in all four technical committees of IALA as well as in the Legal Advisory
Panel. Mr. Arve Dimmen is responsible for all areas of this participation and he is therefore well
informed about IALA’s activities.

The 19 Conference of the International Association of Marine Aids to Navigation and Lighthouse Authorities
(IALA), 27th May – 2nd June 2018, in Incheon/Republic of Korea rapidly comes nearer.
This event includes – next to a varied program of very interesting presentations and discussions - the gathering of
the IALA’s General Assembly, the highest decision making body of the organization. In accordance with the IALA
Constitution the National Members, and as such the formal representatives of their country in the General
Assembly, will elect a new Council for the period 2018-2022.
As one of the founding fathers of IALA - and as a nation with a centuries long tradition, built up knowledge and
involvement in the international maritime domain - the Netherlands fully endorses and values the important work
of the organization and its increasing worldwide contribution to the safety and efficiency of navigation and the
